inspections must be performed by a certified inspector. The City currently has this requirement <br />in City Code and is administering it accordingly. Rule 7080 also requires that ISTS have a <br />maintenance assessment every three years and these can be performed by the homeowner. <br />Consequently, staff has drafted an ordinance amendment that will establish that maintenance <br />assessments of ISTS are required at least every three years and an annual reminder of this <br />requirement will be published in the City newsletter. In addition, the City currently requires <br />pumpers to submit a list of addresses where the ISTS have been pumped and that information is <br />maintained in the computer and the property files. The proposed ordinance would affirm the <br />pumping records procedure. <br /> <br />Councilmember Hendriksen noted that this is the least stringent interpretation of state rules that <br />the City Council can reasonably support. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Anderson, to introduce an <br />ordinance establishing maintenance assessments for individual sewage treatment systems. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Connolly, and Hendriksen. <br />Voting No: Councilmember Anderson. <br /> <br />Case #15b: <br /> <br />Proposed Ordinance to Establish Density Standards in the R-1 Urban <br />Residential District <br /> <br />City Attorney Goodrich stated that various parcels of land were determined to. be land use <br />sensitive and were placed in moratoriums while the City worked on the new Comprehensive <br />Plan. In addition, the Zoning and Subdivision Chapter of City Code has not been updated to <br />implement the Comprehensive Plan being considered. A very important aspect of the draft <br />comprehensive plan is that language which would establish density standards for new <br />development abutting existing development. It will take at least six months to update the Zoning <br />and Subdivision Chapter and, in the interim, the moratorium is expiring on various parcels. The <br />proposed ordinance would propose density on the common border between new and existing <br />development be equal or less than the existing density, but the minimum lot size will not be <br />greater than one acre. The remainder of the newly developing property within 1,000 feet of the <br />common border with existing development shall be restricted to a density of two units per acre. <br />New development will also be subject to a traffic generation analysis. Mr. Goodrich <br />recommended that the current Zoning Chapter be amended to establish the density standards in <br />the R-1 Urban Residential District as soon as possible. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to direct the <br />Planning Commission to conduct a public hearing and consider an ordinance to establish density <br />standards between new and existing residential development in the R-1 Urban Residential <br />District. <br /> <br />City Council/June 13, 2000 <br />Page 21 of 26 <br /> <br /> <br />
