Councihnember Hendriksen suggested bringing in a mediator since the item is going to be
tabled.

Mayor Gamec inquired if he was recommending someone from the outside of Staff to act as a
mediator.

Councilmember Anderson replied that the City could contact mediation services that would
provide two individuals that have not been involved with the issue to help sort out the feelings.

Mayor Gamec questioned if it would be possible to get a recommendation from an engineering
firm in order to receive some technical input.

Councilmember Connolly replied that she would prefer citizen input and questioned how long it
would take for a mediator to meet with the neighborhood.

Cotmcilmember Anderson replied that they should be able to meet fairly quickly if they can get
all of the parties together.

Director of Public Works Kapler stated that staff has made a recommendation regarding the issue
and th/nks they can be as impartial with the residents, but they do stick to their recommendation
and questioned if they would be the most appropriate to be meeting with the residents.

Mr. Kalstabakken noted that the Park Commission recommended that the sidewalk be
constructed on the south side of Sunwood Drive.

Parks/Utilities Supervisor Boos replied that the Park Commission felt strongly that there should
be a trail/sidewalk along Sunwood Drive, but did not make a recommendation as to which side
the sidewalk should be located.

City Attorney Goodrich noted that mediation will only try and discuss the issue, but the City
would have to use arbitration to get a decision.

Councihnember Anderson inquired if the City could receive federal funds if the sidewalk was
constructed on both sides of Sunwood Drive.

City Engineer Jankowski replied yes.

Motion by Mayor Gamec, seconded by Councilmember Connolly, to table the item.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, and Hendriksen.
Voting No: Councihnembers Anderson and Connolly.

City Council/June 27, 2000
