Councihnember Connolly inquired if it would be possible to construct a four-foot sidewalk on <br />each side. <br /> <br />City Engineer Jankowski replied that four foot is to narrow, but five foot would work. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Anderson, to direct staff'to <br />meet with the neighborhood to discuss placing a five foot sidewalk on both sides of Sunwood <br />Drive and bring back a recommendation to the next Council meeting with verification of the <br />funding. <br /> <br />Motion carried. Voting Yes: Councilmembers Co,molly, Anderson, Hendriksen, and <br />Zimmerman. Voting No: Mayor Gamec. <br /> <br />Case #2: <br /> <br />Request for a Music Festival License; Case of Diamonds Sports Bar and <br />Grill, Inc. <br /> <br />Police Chief Gustafson stated that, in accordance with City Code provisions, the owners of <br />Diamonds Sports Bar and Grill (Gary Gruber and Richard Boushek) applied for a music festival <br />license for an outdoor concert to be held on August 19, 2000, from 2:00 p.m. to 9:30 p.m. The <br />music festival proposal estimates that 3,000 persons will attend the event. The event will be held <br />within the perimeter fencing of the current softball fields. Part of that area will be used to <br />accommodate sanitary facilities, entertainment stage, food and beverage concessions, and <br />medical facilities. The remainder of the area will be used for off-street parking. The parking will <br />be handled by the Ramsey Lions Club. Since the event will be adjacent to T.H. #10, staff <br />contacted MnDOT. Dan Rowe of MnDOT Permits Division indicated that no special permit is <br />required for the outdoor concert. Mr. Rowe noted that the local police department has the <br />authority to implement any traffic control necessary on T.H. #10. The license was drafted to <br />require the applicants to pay for police presence on the day of the event. Staff contacted Kellie at <br />the State's Division of Alcohol and Gambling Enforcement. Kellie stated that State law requires <br />that the area in which liquor will be served has to be fenced and the insurance policy coyering the <br />liquor sales nmst state in writing that the outdoor sales of liquor is covered. Police Chief <br />Gustafson inspected the site of the event and it is properly fenced. The State also requires that <br />City staff notify them upon approval of the permit. He reviewed the noise complaints that were <br />received during last years concert indicating that that there was a strong northwest wind which is <br />consistent with the locations of the complaints, he also noted that there were no citations written. <br /> <br />Councilmember Hendriksen stated that in reviewing the material it seemed that the security was <br />a relaxation of what was used last year. <br /> <br />Police Chief Gustafson explained that last year Mr. Gruber hired a firm that handles security for <br />large events, but noted his employees would have been able to handle the crowd that was in <br />attendance.
