Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to approve 3.2
percent malt liquor license renewals for Bill's Superette, Oasis Market #535, SuperAmerica
#4508, and Ramsey Amoco for 2000 - 2001 license year.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly,
and Zimmerman. Voting No: None.

Case #4:

Request for Final Plat Approval of Northfork Oaks 4th Addition; Case of
North Fork, Inc.

Community Development Director Frolik stated that North Fork, Inc. requested final plat
approval of Northfork Oaks 4t~ Addition. The plat creates six new lots and replats two existing
lots in the northeast comer of the Northfork PUD. The City Council granted preliminary plat
approval to Northfork Oaks 4"' Addition on March 28, 2000. All of the lots exceed the one-acre
minimum lot size for the Northfork PUD. At the time of preliminary plat approval, it was noted
that some of the lots did not meet the minimum 160-foot lot width requirement for the Northfork
PUD at the standard 40-foot structure setback line. However, since the lots significantly exceed
the area requirement, City Council approved the preliminary plat as proposed with the condition
that the homes be sited on their respective lots at the point where the lot is at least 160 fee wide.
The lots will receive public access from the northerly extension of Royal Road. The standard
drainage and utility easements have been provided around the perimeter of the lots. The
wetlands on Lots 1, 7 and 8 should also be identified as drainage easements on the final plat. In
accordance with the May 9, 1989 Northfork Park Dedication Agreement, there is no park
dedication obligations to be met in this plat. However, the Developer has agreed to dedicate a
35-foot linear park along the east boundary of the plat to facilitate a trail lirflc to the north. That
trail link has been dedicated on the final plat.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to adopt
Resolution #00-06-159 granting final plat approval to Northfork Oaks 4th Addition contingent
upon developer compliance with City Staff Review Letter dated June 22, 2000 and entering into
a development agreement with the City.

Further Discussion: Councilmember Zimmerman inquired if they will be able to meet the 160-
foot setback requirement. Dennis Peck, Director of Development at North Fork, Inc. replied that
it will be stated in the declaration that no house will be built no closer than 160 feet.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman,
Anderson, and Connolly. Voting No: None. Absent: None.

City Council/June 27, 2000
