Further discussion: Councilmember Hendriksen inquired if there was any problem with the <br />street being located under a powerline. Community Development Director Frolik replied that <br />there is nothing that prohibits a street from being located under a powerline. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #7: <br /> <br />Request for a Conditional Use Permit for Farm Animals on a Parcel; Case of <br />Jeffrey Sigler <br /> <br />Community Development Director Frolik stated that in February, the City received a complaint <br />on the property located at 17151 Baugh Street from a neighboring property owner. The <br />complaint was in regard to obnoxious odors generated by the cows and horses being maintained <br />on the property. Also, the complaint stated that the homeowner was piling manure in the ditch of <br />County Road #83. Staff conducted an inspection on March 16, 2000, and could not verify any <br />bad odors or manure being disposed of in the ditch. However, staff did find at that time that Mr. <br />Sigler was maintaining three cows on the property, absent of the required conditional use permit. <br />On May 16, 2000, the City received an application from Jeffrey Sigler requesting a conditional <br />use permit to maintain three cows on his property. The subject property is zoned R-IR Single <br />Family Rural Residential. The surrounding properties are also zoned R-iR Single Family Rural <br />Residential. The subject property is approximately ten acres in size. City Code states that <br />parcels three to twenty acres in size are restricted to a maximum of or a combination of two <br />goats, pigs, or cows, with the issuance of a conditional use permit. The applicant currently has <br />three cows on his parcel. Mr. Sigler is requested a conditional use permit to continue <br />maintaining three cows on his ten acre parcel. The .Planning Commission held a public hearing <br />on June 6, 2000, no public input was received. She did note that Mr. Sigler was not present at <br />the Planning Commission meeting to answer questions in regard to his desire to maintain several <br />farm animals on his property. The Plamfing Commission recommended approval of a <br />Conditional Use Permit to maintain two cows (not three cows and two sheep) on Mr. Sigler's <br />property. <br /> <br />Councihnember Connolly inquired if it was true that Mr. Sigler feels that the cows are pets. <br /> <br />Community Development Director Frolik replied yes. <br /> <br />Councilmember Hendriksen inquired if obtaining more than two cows would be prohibited even <br />if a conditional use permit were to be granted. <br /> <br />Community Development Frolik replied that City Code states there can be two domestic farm <br />animals on 2 to 20 acres with a conditional use permit. <br /> <br />Councilmember Hendriksen stated that when he moved to Ramsey, City Code stated that <br />residents could have one horse per three acres and there was nothing written into the ordinance as <br /> <br />City Council/June 27, 2000 <br />Page 16 of 26 <br /> <br /> <br />
