Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Hendriksen, and <br />Anderson. Voting No: Councilmember Zimmerman. <br /> <br />Case #15: Review and Adopt Storm Drainage Utility Rate <br /> <br />City Engineer Olson stated that on November 23, 1999, the City Council introduced an <br />ordinance creating a storm drainage utility. The utility was adopted on January 11, 2000. The <br />proposed storm drainage utility rates are to be implemented on the July 1, 2000 utility billing <br />through Connexus Energy. The first billing will cover the periods of April 1 through June 30, <br />2000. The proposed storm drainage utility rates effective April 1, 2000 are as follows: <br /> <br />· Residential Billing: <br />· Commercial and Industrial: <br /> <br />$6.30 per quarter <br />Based upon individual calculations at $25.20/REU <br /> <br />Councilmember Anderson inquired as to how it would affect residents whose Connexus bills are <br />directly taken from their checking account. <br /> <br />City Administrator Norman explained that this would be an additional line item similar to the <br />Street lighting fee. <br /> <br />Councihnember Anderson questioned if the funds would be automatically deducted from their <br />account. <br /> <br />City Engineer Olson replied that he will verify the information with Connexus. <br /> <br />Gary Hanson, Bake Star, Inc., stated that he read in the City Council meeting minutes that the <br />implementation had been delayed to look into uniformity on industrial properties and questioned <br />the results of that. <br /> <br />City Engineer Olson replied that the storm drainage utility rate is based on the percent of the lot <br />that is impervious, including dirt paths that produce run-off. <br /> <br />Mr. Hanson inquired as to why the fee was necessary since they do pay property taxes. <br /> <br />City Engineer Olson replied that the storm drainage utility is based on who is contributing the <br />water to the storm sewer systems. <br /> <br />Mr. Hanson inquired if there a minimum fee that can be charged. <br /> <br />City Engineer Olson replied that the fee will strictly be based on impervious area. <br /> <br />City Council/June 27, 2000 <br />Page 23 of 26 <br /> <br /> <br />
