Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Hendriksen, and
Anderson. Voting No: Councilmember Zimmerman.

Case #15: Review and Adopt Storm Drainage Utility Rate

City Engineer Olson stated that on November 23, 1999, the City Council introduced an
ordinance creating a storm drainage utility. The utility was adopted on January 11, 2000. The
proposed storm drainage utility rates are to be implemented on the July 1, 2000 utility billing
through Connexus Energy. The first billing will cover the periods of April 1 through June 30,
2000. The proposed storm drainage utility rates effective April 1, 2000 are as follows:

· Residential Billing:
· Commercial and Industrial:

$6.30 per quarter
Based upon individual calculations at $25.20/REU

Councilmember Anderson inquired as to how it would affect residents whose Connexus bills are
directly taken from their checking account.

City Administrator Norman explained that this would be an additional line item similar to the
Street lighting fee.

Councihnember Anderson questioned if the funds would be automatically deducted from their
account.

City Engineer Olson replied that he will verify the information with Connexus.

Gary Hanson, Bake Star, Inc., stated that he read in the City Council meeting minutes that the
implementation had been delayed to look into uniformity on industrial properties and questioned
the results of that.

City Engineer Olson replied that the storm drainage utility rate is based on the percent of the lot
that is impervious, including dirt paths that produce run-off.

Mr. Hanson inquired as to why the fee was necessary since they do pay property taxes.

City Engineer Olson replied that the storm drainage utility is based on who is contributing the
water to the storm sewer systems.

Mr. Hanson inquired if there a minimum fee that can be charged.

City Engineer Olson replied that the fee will strictly be based on impervious area.

City Council/June 27, 2000
