was to allow the construction to take place as planned so that a signalization study could be <br />undertaken in the fall of this year, and place the medians prior to the final lift of bituminous <br />being laid down next spring if 142"d Avenue fails to meet signalization warrants this fall. Since <br />the Public Works Committee meeting, staff was informed that MnDOT would like the entire <br />project completed by fall. <br /> <br />Councilmember Hendriksen questioned how MnDOT will keep their commitment to the City <br />regarding the traffic study if the project is completed this fall. He stated that staff needs to find <br />out when the study will occur and how they will accomplish what was promised to the City. <br /> <br />Mayor Gamec noted that the Rum River Plaza expressed concern' regarding the impact the <br />medians would have on their businesses. <br /> <br />Councihnember Zimmerman replied that, without lights at the intersection of 142'~d Avenue, the <br />businesses might not do as well. <br /> <br />Councilmember Hendriksen stated that the City needs to consider what is the safest for the <br />residents. <br /> <br />Councilmember Zimmerman stated that these four issues pertained to additional costs of the T.H. <br />#47 project. <br /> <br />Councilmember Hendriksen stated that the City is being presented with a $15,000 fee from Great <br />River Energy to move a pole and a $35,000 estimate for moving a utility box from US West. He <br />felt that there should be discussions from the City Attorney with these organizations explaining <br />that the City purchases the right-of-way and then utility companies use the right-of-way free of <br />charge and now the City is being requested to move those utilities. He mentioned the possibility <br />of the City charging a fee to allow these companies to 'use the right-of-way in order to cover the <br />fees to move the materials. <br /> <br />Councilmember Zimmernqar~ requested that City Engineer Jankowski meet with the City <br />Attorney to work out the details. <br /> <br />City Engineer Jankowski noted that there is a need to move forward with the project and the <br />items in question are in the way of the project proceeding. <br /> <br />City Attorney Goodrich inquired if the utility companies want to be paid .before the utilities are <br />moved. <br /> <br />City Engineer Jankowski replied that he has not seen anything in writing from US West, but <br />noted the utilities need to be moved within a week or two. <br /> <br />Councilmember Hendriksen inquired as to why these issues were not discovered before this <br />point. <br /> <br />City Council/June 27, 2000 <br />Page 25 of 26 <br /> <br /> <br />
