Mayor Gamec stated that traffic has been very minimal along T.H. #47 and feels that the project
could be completed faster if the road is closed.

Councilmember Connolly requested that staff work with the Public Works Committee to have
maps drawn up showing the detours and making sure the residents are notified of the road
closure.

Councilmember Zimmerman requested that notices are sent to all residents in that vicinity.

Councilmember Connolly stated that the engineer has missed three major items and thinks there
should be some conversations addressing those issues.

City Administrator Norman suggested having the City Attorney review the engineer's contract.
Consensus of the Council was to direct the City Attorney to review the engineer's contract.

City Engineer Jankowski stated that he has been approached by the contractor from Mallard
Ponds indicating that they need to begin work on sewer and will need to cut out a portion of
Dysprosium Street to do the work. Staff felt it would not be apPropriate to do that project in
conjunction with the closure of T.H. #47 and requested that Council authorize staff to send out
notices to resident along Dysprosium Street that the construction will be taking place and that it
will be completed in 2 ½ weeks.

Councilmember Hendriksen inquired if it is something that needs to be completed at this point in
the project.

City Engineer Jankowski replied that they would like to de-water everything at once otherwise it
would be very costly to do it at separate times.

Councilmember Hendriksen stated that Dysprosium Street is already taking additional traffic and
he thinks that the City Engineer needs to be coordinating what takes place along Dysprosium
Street which would include the closing of Dysprosium Street be done for only a very minimum
amount of time.

City Engineer Jankowski replied that they would only have two weeks to complete their work for
the Mallard Ponds development.

Councilmember Anderson stated that she would prefer that T.H. #47 is reopened by the
beginning of the school year.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to approve a
modification to the phasing plan by allowing for a temporary closure of T.H. #47 north of
County Road #5 for an approximate two-week period at no additional cost to the City.

City Council/July 11, 2000
