Equivalent Unit ("REU") and runoff from a typical one-half acre lot, single-family dwelling, <br />with a standard five-year storm is used to determine both the Residential Equivalent Factor <br />("REF") and the REU. Pursuant to the discussion on July 11, 2000, a new subdivision 4 was <br />created in the ordinance which defines the term impervious. <br /> <br />Councilmember Hendriksen stated that he has received calls from residents questioning the <br />legalities of the charges that were added to their Connexus bills and questioned if the City <br />Attorney could address their concerns. <br /> <br />City Attorney Goodrich replied that he would like to address the issue at a later meeting. <br /> <br />Mayor Gamec stated that he had also received several calls, but after he explained the process <br />most people seemed satisfied. <br /> <br />City Attorney Goodrich noted that the ordinance was legally adopted. The City is not required to <br />send out notification to everyone individually. <br /> <br />Councilmember Hendriksen stated that there are a lot of residents who would like to know what <br />the storm drainage utility is and what the funds will be used for. <br /> <br />City Administrator Norman noted that there was an article in the Ramsey Resident which covered <br />the basics of the utility. <br /> <br />Mayor Gamec replied that the article was fine if it was read by a Councilmember, but is a little <br />more difficult for the citizens to understand. <br /> <br />Councilmember Hendriksen stated that the comments he received were that the article, in the <br />Ramsey Resident, indicated that the utility was proposed and they were already receiving a bill. <br /> <br />Councihnember Connolly suggested that the Council provide staff with a list of questions they <br />have received fi'om residents so that their concerns can be addressed. <br /> <br />City Attorney Goodrich suggested sending out a special edition of the Ramsey Resident <br />explaining the storm drainage utility in a Q & A format. <br /> <br />Consensus of the Council was to send out the special edition of the Ramsey Resident. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to adopt <br />Ordinance #00-10 an amendment to Section 4.80 of the City Code, which Section 4.80 is entitled <br />"storm drainage utility" and which was adopted pursuant to City Ordinance 00-01. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Councilmember Hendriksen aye <br />Councihnember Connolly aye <br />Councihnember Zimmerman aye <br />Mayor Gamec aye <br /> <br />City Council/July 25, 2000 <br /> Page 7 of 14 <br /> <br /> <br />
