recommended that a curb be placed along the northeasterly edge of the driveway to prevent <br />erosion and drainage onto the adjacent parcel which is located only five feet from the edge of the <br />driveway. The plan has been reviewed and determined to have a REU of 3.07 for purposes of the <br />storm water utility. The Parks/Utilities Supervisor reviewed the landscaping plan and has <br />requested some additional foundation landscaping and variation in tree species from the salvaged <br />trees. The Planning Commission reviewed the Boilermakers site plan at their regular meeting on <br />July 10, 2000. The applicants noted the difficulties associated with installing curbing around <br />existing pavement. They also noted that the new pavement area may be expanded in the near <br />future and the curbing would have to be removed to facilitate that. The Board of Adjustment met <br />on August 2, 2000, and granted a 5-foot variance to the rear yard setback. The Planning <br />Commission recommended approval of the site plan with curbing on the north side of the parking <br />area, waiving the curbing along the existing parking area, until the next overlay, and exterior <br />building finish as proposed. <br /> <br />Councihnember Anderson stated that she was concerned that an overlay may not be completed <br />for 20 some years. <br /> <br />Mayor Gamec suggested approving the site plan with an appropriate time line to complete the <br />curbing of the existing parking area. <br /> <br />City Administrator Norman stated that a developer has acquired the adjacent property and talks <br />have begun between the Boilermakers property owner and the developer, but was not sure of <br />where those talks were. <br /> <br />Councilmember Hendriksen stated that he has some questions that the applicant should answer <br />and would like an update on the discussions between the developer and the property owner. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to table action <br />for further information. <br /> <br />Further discussion: Councilmember Zimmerman suggested requiring the property owner to <br />escrow funds to assure that the curbing will be installed on the existing parking area within a <br />time frame to be determined. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly, <br />and Zimmerman.
