Staff <br />recommended that the remnant parcel, defined by the extension of the easterly and the westerly <br />boundary of Lot 9, be quit claimed to Lot 9 with the provision that said lot agrees to grant any <br />right-of-way or easement requested by the City along the frontage of Riverdale Drive NW at not <br />cost. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to adopt staff's <br />recommendation and direct City Attorney to prepare the necessary legal documents and <br />Ordinance facilitating the quit claim land transfer subject to the owner of Parcel 9 agreeing to a <br />ten foot easement across the parcel. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, Anderson <br />and Hendriksen. Voting No: None. <br /> <br />Case #8: <br /> <br />Authorize a Public Hearing for the Adoption of an Ordinance Amending <br />Chapter 6 of the City Charter, Creating the Separate Positions of City <br />Administrator and City Clerk and Establishing a City Clerk Position <br /> <br />City Administrator Norman stated that at the October 25, 1999 Council meeting, the City <br />Council discussed restructuring the positions of the City Administrator and City Clerk, <br />recognizing that responsibilities and expectations have continued to change for both' the <br />Administrator and City Clerk positions. The idea was passed onto the Charter Commission for <br />further study and consideration. The Charter Commission met on July 6, 2000, and July 31, <br />2000, to consider that proposed amendment to the City Charter. At the Commission's August <br />22, 2000 meeting, the Commission recommended approval of an ordinance citing the proposed <br />amendments to the City Charter. Because an ordinance is required to amend the City Charter, <br />the City is required to schedule a public hearing for the adoption of a City ordinance. Pursuant to <br />State Statute, this ordinance, if enacted, must be adopted by a unanimous vote of the City <br />Council after a two-week public notice and upon the conclusion of a scheduled public hearing. <br />The ordinance would not become effective until 90 days after its publication in the City's legal <br />newspaper. <br /> <br />Mayor Gamec noted that the change does not add any staff, it only formalizes an existing <br />position. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to direct staff to <br />schedule a public hearing for the adoption of a City ordinance amending the City Charter to <br /> <br />City Council/August 22, 2000 <br /> Page 14 of 18 <br /> <br /> <br />
