This ordinance is consistent with the Comprehensive Plan submitted to the
Met Council, and addresses at least one of the goals in the plan by providing pedestrian
connections to community facilities.

Motion by Councilmember Anderson, seconded by Councilmember Connolly, to adopt
Ordinance 000-11 establishing a requirement for sidewalks in new urban development.

A roll call vote was performed by the Recording Secretary:

Councilmember Anderson: aye
Councilmember Connolly aye
Counciimember Hendriksen aye
Councihnember Zimmerman aye
Mayor Gamec aye

Motion catTied.

Case 010: Award Contract for Wellhouse No. 0 3 (Improvement Project 000-29)

City Engineer Olson stated that at the August 8, 2000 City Council meeting, the City Council
had questions regarding issues for the installation of a generator in Wellhouse No. 3. These
issues included: Annual maintenance costs, reliability of natural gas generators, and advantages
of natural gas generators. The City has received a letter from Bolton & Menk regarding these
issues. The annual maintenance costs associated with a generator are anticipated at
approximately $950 per year. This would be a cost that would be required for two overhauls per
year and these overhauls should be handled by an individual qualified for such work. Natural
gas generators have a very good track record associated with loss of service. Reliant Energy was
contacted regarding the possibility of loss of natural gas service during periods of electrical
power outages. They responded by saying the probability that both power sources would be out
at the same time is "practically zero."
