2) Trunk Highway #47 Berming <br /> <br />City Engineer Jankowski stated that with the completion of the grading on the south bound lane <br />and its consequent rise in grade, there have been more inquiries as to the status of the existing <br />berming along the east side of the highway. Staff reviewed with the Public Works Committee <br />the measures that had been previously approved on the June 20, 2000, Public Works Committee <br />meeting. This action allowed for the increase in height of the berm to the maximum extent <br />pmrnitted by the constraints of the elevation of the curb line and the bikeway. An attachment <br />was presented to the Committee illustrating the rise in the grade of the road, and the previous and <br />new height of the berm over the roadway. It was also noted that landscaping is being added on <br />portions of the berm. The Committee commented that careful elevation should be given in the <br />type of plantings placed on the berm to ensure their maximum survival. Staff stated that they <br />would be working with MnDOT and the City Environmental staff to address the issue. <br /> <br />3) Discussion of "Due on Sale" Clause <br /> <br />Councilmember Hendriksen stated that the Charter Amendment allows citizens the right to <br />connect to sewer and water at their choosing, but the City Council chose to add a "due on sale" <br />clause with some unsettling issues and questioned if the clause is a requirement of state law and <br />if not the Committee requested that the item be brought back for discussion. <br /> <br />Case #13: Report from Finance Committee <br /> <br />1) Barrels for M-16 Rifles <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to authorize the <br />purchase and installation of the six barrels at a cost of $824.00, using funding from the drug <br />forfeiture account. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />Director of Public Works Kapler stated that Craig Lacey from the City of Ramsey took first place <br />in the tractor pull at the Nowthen Threshing Show and the money was donated to the Hennepin <br />County and Ramsey County burn centers. <br /> <br />City Council/August 22, 2000 <br /> Page 17 of 18 <br /> <br /> <br />
