Councilmember Anderson stated that one of the things that does not come through in the findings <br />of fact is that the City is dealing with an out-of-date Comprehensive Plan and out-of-date <br />Chapter 9 of the City Code. <br /> <br />City Attorney Goodrich suggested adding a new finding of fact stating "That the City of Ramsey <br />has spent a lot of money to draft a new Comprehensive Plan which is up for review as well as <br />Chapter 9 is under review." <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to add #19 to <br />the findings of fact stating "That the City of Ramsey has spent the last several years and <br />substantial funds to update the City's Comprehensive Plan as directed by the State of Minnesota, <br />the plan is currently under review at the Metropolitan Council. Chapter 9 of the Ramsey City <br />Code is also being rewritten to coordinate with the new Comprehensive Plan." <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Connolly, <br />and Zimmerman. Voting No: None. <br /> <br />City Attorney Goodrich reviewed the suggestion of Councilmember Anderson to include the <br />following as a finding "That the subject property is being reviewed under the current, but out-of- <br />date Comprehensive Plan and the companion out of date Ramsey City Code, Chapter 9." He <br />stated that he would not object to including the statement as a finding of fact. <br /> <br />Councilmember Zimmerman stated that he was uncomfortable with using the wording "out-of- <br />date". <br /> <br />City Attorney Goodrich suggested using the wording "inconsistent" rather than "out-of-date". <br /> <br />Consensus of the Council was that the statement was not relevant to the findings of fact. <br /> <br />City Attorney Goodrich reviewed the suggestion of Councilmember Anderson to include the <br />following as a finding of fact, "Residents living in the adjacent surrounding properties have <br />testified to developer promises of development of homes on lot sizes similar to their own lots of <br />one acre or more on the subject property." <br /> <br />Councilmember Hendriksen inquired if the original preliminary plat granted for the development <br />included the subject property and if it was it platted similar to the adjoining neighborhood. <br /> <br />City Attorney Goodrich replied that he was not aware that the subject property ever went through <br />the preliminary plat process. <br /> <br />Kerry Manuel, 15668 Juniper Ridge Drive NW, Ramsey, stated that he has an original drawing <br />from the City showing the 114 lots, which was consistent with the advertisement the developer <br />was presenting. <br /> <br />City Council/September 13, 2000 <br /> Page 9 of 19 <br /> <br /> <br />
