He stated that he has always tried to serve the best
interest of everyone and would be willing to further look into the issue again, but would probably
not eliminate the ordinance.

Councilmember Hendriksen stated that he would like to use the example given by John VeVe.

City Engineer Olson stated that he would be willing to work with anyone to review the runoff on
their property. He noted that in the ordinance the Council has defined the area impervious as
including unpaved parking area.

Councilmember Anderson stated that there is an issue between the relationship of the rate at
which the homeowner is paying versus the rate the industrial is paying. She stated that it has
become apparent that the City has handled the issue poorly. The Council is trying to avoid a
situation where the City does not have the funds to maintain the system. They could include the
cost on regular property taxes, but in the past there have been levy limits and possibly will be
again in the future and then the City can't do what they need to do and this was a way to handle a
situation without affecting the levy limits. From a communication standpoint, the City has not
done a very good job, but she tends to agree with this system because it becomes a more fair
distribution.

City Engineer Olson explained how the fee was determined on residential properties in
comparison to the business properties.

Mayor Gamec recessed the regular City Council meeting at 10:51 p.m.

Mayor Gamec called the regular City Council meeting back to order at 11:00 p.m.

City Council/September 26, 2000
