Councihnember Connolly suggested that staff explore the case stated by John Vevea. She stated <br />that she agreed with Ms. Hanson regarding the City adding fees instead of adding a tax, but <br />explained that the utility was a way of making the fee as fair as possible. <br /> <br />Consensus was to direct staff to put together figures showing the impact if the cost were to be <br />placed on the budget for taxes and what the tax would be for a residential property and for <br />businesses at a certain value and put together some examples as indicated by John Vevea. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to table <br />action until the next City Council meeting to review calculations. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson; and Connolly. Voting No: None. <br /> <br />Case #9: <br /> <br />Request for a Conditional Use Permit for a Hair and Tanning Salon in a <br />Home; Case of Rebecca Wissler <br /> <br />Community Development Director Frolik stated that on August 15, 2000, the City received an <br />application from Rebecca Wissler for a conditional use permit for a home occupation to establish <br />a hair and tanning salon in her home located at 6614 - 153rd Lane NW. Mrs. Wissler currently <br />rents space for her hair salon in a multi-tennant commercial building on 167t~' Avenue. Mrs. <br />Wissler is proposing to convert her attached garage to habitable space in the home and construct <br />a detached garage. She is requesting a home occupation permit to establish a hair and tanning <br />salon in the remodeled room. The room complies with the 20% restriction for the area of a home <br />that can be devoted to a home occupation. Mrs. Wissler will be the sole employee and she <br />expects to service approximately 30 clients per week. She is requesting hours of operation as <br />follows: <br /> <br />Monday 9:00 a.m. to 8:00 p.m. <br />Tuesday 9:00 a.m. to 5:00 p.m. <br />Wednesday 12:00 p.m. to 8:00 p.m. <br /> <br />Thursday 9:00 a.m. to 8:00 p.m. <br />Friday 9:00 a.m. to 6:00 p.m. <br />Saturday 9:00 a.m. to 5:00 p.m. <br /> <br />Community Development Director Frolik noted that the Planning Commission recommended <br />approval of the home occupation request by Rebecca Wissler to establish a hair and tanning <br />salon in her home. Based upon the City Attorney's review subsequent to the Planning <br />Commission, staff recommended that item #2 in the conditional use permit be changed to read <br />"This Permit is perpetual in its duration as long as the terms imposed herein are complied with." <br />This term is consistent with conditional use permits being granted for the life of the property. <br /> <br />Councilmember Anderson inquired if there was a way to grant the permit so that the permit <br />would not stay with the property if the Mrs. Wissler were to sell the property. <br /> <br />Community Development Director Frolik replied that if the next homeowner is not a hairdresser <br />and the permit is not used for 12 months,- the permit would be removed. <br /> <br />City Council/September 26, 2000 <br /> Page 31 of 36 <br /> <br /> <br />
