<br />TO WHOM IT MAY CONCERN:
<br /> THIS' IS NOT A 811:L-DO NOT PAY! Notice-
<br />is hereby given that the Ramsey City Council
<br />will meet at 7:00 p.m., Tuesday, September 26,.
<br />2000, to pass upon the proposed assessment
<br />for Improvement Project #99-63C, which is the
<br />Sunfish Lake Boulevard N.W. Sewer and Water
<br />Extension.
<br /> The amount, to be specially assessed
<br /> against 'any particular lot, piece or parcel ol
<br /> land is $27,936.00. Affected property owners
<br /> rna'¥~ at any time between September 27 and
<br /> No~/ember 3,2000 (prior. to certification of the
<br /> asses~'ment to: the Anoi~a~ County:Auditor),` pay
<br /> {he entire assessment on such property with
<br /> interest accrueD to the date of payment; to the
<br /> City' bt Ramsey. Nc interest shall be charged if
<br /> the entire assessmeht is paid within 30 days
<br /> from the adoption of the assessment, which is
<br /> anticipated to be September 26, 2000.
<br />:. Affected property owners 'may at any time
<br /> thereafter pay to the City of Ramsay the entiie
<br /> amount of the assessment remaihihg unpaid,
<br /> with interest accrued to December 31 of the
<br /> next succeeding year. If an affected property
<br /> owner decides not'.to prepay th~ assessment
<br /> heroic'the 'date given abqve, .the rate of inter-
<br />' est that will' apply is 8.$.percent per year. The
<br />' right to partially prepay the a-~sessnient is not
<br /> available.
<br /> The proposed assessment roll is on file for
<br /> public inspection at the.City Administrator's
<br /> office. The total amount of the proposed
<br /> ~ assessment is $27,936.00. Written or oral
<br /> iobiections will be considered at the hearing.

<br /> an assessment unless a signed, written objec-
<br /> 'tioh iL filed With the city AdminiLti'ator prior
<br /> tO'the hearing or presented to the'pi~esiding
<br /> officer at the hearing. The City Council may

<br /> deem~ advisable~.
<br /> If an assessment is contested or there is an
<br /> adjqurned hearing, the,following procedure
<br />
<br /> 1) The City will present its case 'first by
<br /> calling witnesses who may' testiflJ by
<br /> narrative or by exam nation, and.by the
<br /> introduction of exhibits. After such wit-
<br /> ness has testified, the ~:onte~ting party
<br />

<br /> . will be allowed to- ask questions. This
<br /> procedure will be repeated with each
<br /> witness ~Jnti{ neither side has further
<br /> questions.
<br /> 2) After the City has presented all its evi-
<br /> dence, the obiector may call witnesses
<br /> or present such testimony as the objec-
<br /> tor ~esires. The same procedure f.o,~'
<br /> questioning of the City's witnesses
<br /> ~e followed with the objector-'s wit,
<br /> nesses.
<br /> 3)The objector may be represented by
<br /> counsel.
<br /> 4) M moesota Rules o~ Ev'idence will not
<br /> be strictly applied; however,, they may.
<br /> be' considered and argued to the
<br /> Council as tO the weight'of ii'ems of evi-
<br /> derice or testimony presented, to th~
<br /> Council. ' - .
<br /> S) 'The entire proceeding~ will b.e recordr
<br /> 6) At the close of the presentation of evi~
<br /> dence, the obiector may. make a final
<br /> presentation to the Council based on
<br /> the evidence and the law. No new evi-
<br /> dence may be presented at this p. oint,
<br /> 7) The council may adopt the proposed
<br /> assessment at the hearing. '.'~
<br />Under Minnesota Statutes, Sections.435.193
<br />to 435.195, and Ramsey City Code Chapte,(
<br />4.60.18, the City Council may defer the pay-
<br />ment of this special assessment for any pe~
<br />son(s) that fit the guidelines listed in Section
<br />4.60.18 Subd. 5 of the Ramsey City Code,
<br />When a deferment of the special assessment
<br />has been granted, and is terminated for any
<br />reason provided in these laws, all amoun~'~
<br />accumulated, including applicable interes.t,~
<br />will be due. Any assessed property owner
<br />meeting the requirementS of these laws may~
<br />within 30 days of the confirmation of th.~
<br />assessment, ,apply to the City Admin stratq~
<br />with the prescribed form for such deferral-o[_ '
<br /> payment of this special assessment. . - .~ .
<br /> An owner may ~ppeal a~ ~ssessment. to
<br /> District Court pursuant to Minnesota Statutes.
<br /> Section 429.081 and Chapter 4.60.1Q of the
<br /> Ramsey City Code by sewing notice of the.
<br /> appeal upon the Mayor or City Administrator Subscribed and sworn to before me on
<br /> of the City within 30 days after the adoption of
<br /> the assessment and filing such notice with the this 15th day of September, 2000
