<br />, ~s h~reby given that the Ramsey City Council
<br /> will meet at 7:00 p.m., Tuesday, September 26,
<br /> 200(3, [o pass upon the proposed assessment
<br /> for Improvement Project #99-63D whi~}h is the
<br /> Sunfish Lake Boulevard N.W, Sewer and Water
<br /> Extensiom
<br /> The amount to be specially a'ssessed
<br /> against any particular lot; piece or parcel of
<br />? land is $6.5,796.00. Affected property owners
<br /> may,:.at any time between September 27' and
<br /> November 3, 2000 (prior to certification of the
<br /> assessment to the Anoka County Auditor), pay
<br /> the entire assessment on such property with-
<br /> interest accrued to the date of payment, to the
<br />J ~:ity of Ramsey. No interest shall be charged if
<br /> the entire assessment is paid within 30..di~ys
<br /> from the adoption of the assessment, which is
<br /> anticipated to de September'26, 2000.
<br /> Affected property owners may at' any time
<br /> the. reafter pay to the City· of Ramsey the'ent re
<br /> amount of'th e assessment rema ming unpaid,
<br /> with.intei'est accrued to December 31 of the
<br /> next. succeeding year. If an' affected property
<br /> owner decides not to prepay the assessment
<br /> 'before the date tjiven above, the rate of inter-
<br /> est that will a ppis' is 8.5 percent' per year.-The
<br /> right to partially prepay th~-assessment is not
<br /> available.
<br /> The proposed assessment roll is on file for
<br /> public inspection at' the City Administrator's
<br /> office. The total amount of the proposed
<br /> assessment is- $65,796.OQ Wi'itten or' oral
<br /> objections will be considered at the hearing.
<br /> No appeal may be taken' as to tlffe amount ot
<br /> an;assessment unless a signed, written objec-
<br /> tion is filed with the City Administrator odor
<br /> to the hearing or presented to.the presiding
<br /> officer at the hearing. The City Cbuncil may
<br /> upon such notice cor~sider any objection to the
<br /> amount of a proposed-individual assessment
<br /> at an adjourned hearing, upon such ·further
<br /> notice to the affected· prope[T.y owners as it-
<br /> deems advisable.
<br /> If an assessment is contested or there is an
<br /> adjourned hearing, the following pbocedure
<br /> will be followed:
<br /> 1.) The City will present its Case first by
<br /> calling witnesses who may testify by
<br /> narrative or by examination; and by the
<br /> introduction of exhibits. After such wit-
<br /> ness has·testified, the contesting party
<br />
<br /> will be allowed to ask questions. This
<br /> procedure will be repeated with each
<br /> witness until-neither side ha~ further
<br /> questions.
<br /> 2) After the City has p~esented al its evi~
<br /> dence, the objector may call witnesses
<br /> or present such testimony as the obje~
<br /> tot desires. The same procedure for
<br /> questioning of the City's witnesses will
<br /> bd followed with the objector's wit~
<br /> nesses. -;
<br /> 3) The objector may be represente~i b'y,"
<br /> counsel:
<br /> 4) Minnesota Rules'of Evidence will not
<br /> be strictly applied; however,, they md~,
<br /> be considered and argued to_th~
<br /> Council as to the weight`of items o~' eVi~-
<br /> dence or testimony presented to'th~

<br />4.60A8, the City Coundl may'defer th~. pa~-
<br />ment of this special assessment for any per:-
<br />son(s) that fit the .guidelines listed i6. S~ctio~'
<br />4.60.18 Subd. 5 Of the Ramsey City Coc~:
<br />When a deferment of the special assessmen~t
<br />has been granted and is terminated for any
<br />reason provided in these laws,, all amoun(s
<br />accumula ted, including applicable interest,
<br />will be due. Any assessed property c~wnet
<br />,meeting the requirements of these' laws may,
<br />within 30 days of. the confirmation of the
<br />assessment,, apply to the City Administrato'r
<br />with the prescribed form for such deferral Of
<br />payment of this special assessment.
