<br /> THiS IS NOT A BILL-DO NOT PAY! Notice
<br />is hereby gwen that the. Ramsey City Council
<br />will meet at 7:00 p.m., Tuesday, September 26,
<br />2000, to.pass upon the proposed assessment
<br />for Improvement Project.#99-63E, which is the
<br />Sunfish Lake Boulevard N.W. SeWer and Water
<br />Extension.
<br /> The amount to be specially assessed
<br />against any particular lot, piece or parcel of
<br />land is $20,151.00. Affected property owners
<br />may, at any time between September 27 and
<br />
<br /> will be allowed to ~sk questions. This
<br /> procedure will be repeated with each
<br /> witness until neither side has further
<br /> questions. "
<br />2) After the City has presented all it~ evi-
<br />dence, the objector may call witnesses
<br />or present such testimony as the objec-
<br />tor desires. The same procedure for
<br />questioning of the City's witnesses will
<br />be followed with the objectm-:S
<br />nesses.
<br />3) The obiector may be represented by
<br /> counsel. -
<br />4) Minnesota Rules of Evidence will no~:
<br />be strictly applied; however, they may.

<br />November 3, 2000 (prior to certification of. the
<br />assessment to the Anoka County Auditor), pay
<br />the entire assessment on such property with
<br />interest accrued to the date of payment, to the
<br />City of Ramsey. No intereJt shall.be chargec~ if
<br />the entire assessment is paid Within 30 days
<br />from the adoption of the assessment, Lghich is
<br />an'ticipat6d'tQ be September'26,-2000.
<br />Affected, property owners may at any' time
<br />' thereafter pay to the City of Ramsey th'e entire
<br />: amount of the 'assessment remaimng unpaid,
<br />' with interest'accrued to December 31 of the
<br />next succeeding year. If an affected property
<br />owner decides· not to prepay the assessment
<br />before the date given above, the rate of inter-
<br />' .est that will apply [s '8:5 I~ercent per year. The.
<br />right to partially prepay the as~essme.nt is not
<br />- available.
<br /> ' The proposed assessment roll is on file for
<br />.public inspection at the City Administrator's
<br />· office. The total: amount of the proposed
<br />assessment'is $20, iJl.00. 'Written or oral
<br />· objec~tions Will b~ considered at the. hearing.
<br />No appeal may be taken as to the amount of
<br />· 'an' assessment unless a signed, written'objec,
<br />. tion is filed with the City'Administrator prior
<br />to.the hearing or presented to the presiding .
<br />~fficer at the hearing. The City Council may
<br />· upon such notice'.consider any. objection to the
<br />amount of a proposed'individual assessment
<br />. at an adiourned hearing· upon such fui'ther
<br />notice to the affected property,owners- as it
<br />· deems advisable.' :

<br /> Under Minnesota Statutes, Se~ions 435.1~
<br /> ~o 435.~95, and Ramsey City'Code Chapter
<br /> 4.60.18, the City Council may defer the pay-
<br /> ment of this special assessment for any per-
<br /> son(s) that fi~ the guidelines listed in Se~ion
<br /> 4.60.18 Subd. 5. of the Ramsey City Code.
<br /> When a deferment of the special assessment
<br /> has been granted and is terminated for any
<br /> reason'provided in these laws, all amounts
<br /> accumulated, including applicable interest,
<br /> will be due. Any assessed property owner
<br /> meeting the requiremen~ ~f these laws- may,
<br /> within 30 days of the confirmation of the
<br /> assessment, apply to the City Administrator
<br /> with the prescribed, form for such deferral ~
<br /> payment of this special assessment.' ' ' 9b
