Mayor Gamec inquired if it would be possible to paint a crosswalk and install crosswalk signs <br />with flashing lights at Dysprosium Street and 142',d Avenue. <br /> <br />Ms. Loken replied that those options are state-aid eligible. <br /> <br />Mayor Gamec inquired as to how many homes are along Dysprosium Street. <br /> <br />Ms. Erickson replied that there are 58 homes as well as the senior housing complex. <br /> <br />Councilmember Connolly inquired if the City were to begin the planning process for changing <br />the streetscape would it be possible to leave the speed humps in place until the City is able to <br />start the project. <br /> <br />Mayor Gamec inquired if MnDOT would be willing to give the City six months to work with the <br />residents on developing a plan. <br /> <br />Ms. Loken replied that the worst case scenario would be that the City would not receive the <br />$3,800 in needs. <br /> <br />Mayor Gamec stated that if the City could get a reprieve for six months he feels that it would <br />give the Council tilne to plan an acceptable project for both the residents and MnDOT and then <br />begin the project in the spring. <br /> <br />Ms. Loken replied that she felt that that would be an acceptable response. <br /> <br />Councilmember Hendriksen stated that the City would still lose the $3,800. He indicated that <br />certain staff members feel that humps are permitted on MSA routes and Ms. Loken had stated <br />earlier in the evening that she did not have the authority to change the decision regarding the <br />removal of the speed humps. He explained that when a letter is received people don't take <br />immediate action as to what is being mandated in the letter without first verifying what is being <br />requested is required. Up to a month ago the City Engineer informed the Council that speed <br />humps were permitted on MSA routes, but speed bumps were not. He inquired if the City were <br />to remove the speed humps in the relatively near future would the City still lose the $3,800. <br /> <br />Ms. Loken replied no. <br /> <br />Councilmember Hendriksen inquired as to what the process would be for installing stop signs. <br /> <br />Ms. Loken replied that the City would have to justify the warrants and send the request in for <br />approval by MnDOT. <br /> <br />Councihnember Connolly questioned the turn around time on a stop sign request. <br /> <br />Ms. Loken replied that MnDOT has a two-week turn around commitment. <br /> <br />City Council/September 26, 2000 <br /> Page 7 of 36 <br /> <br /> <br />
