City Engineer Jankowski noted that the road is currently 44 feet. <br /> <br />Mayor Gamec stated that some residents have indicated that the speed humps have not made a <br />difference with speeding traffic and the main concern is the safety of children. He inquired if the <br />City were to reduce the width of the street to the minimum width requirement and construct <br />sidewalks would the City be able to use MSA funds to complete the project. <br /> <br />Ms. Loken replied that the City can use the MSA funds as long as the road meets the minimum <br />design standards. <br /> <br />Mayor Gamec inquired if it is possible to limit access to Dysprosium Street and still keep the <br />road designated as an MSA street. <br /> <br />Ms. Loken replied no, explaining that it is not acceptable to try and prevent people from using <br />the route if the road is included in the MSA system. <br /> <br />Councihnember Zimmerman stated that one fact that needs to be cleared up is that if the City <br />decides to undertake a project of redesigning Dysprosium Street and the cost to complete such a <br />project is $200,000, it would take up one-third of the funding that the City receives to maintain <br />all of the roads throughout the City. The City would not receive additional funds for the project. <br /> <br />Amy Erickson, 14101 Dysprosium Street NW, Ramsey, stated that she would like to see stop <br />signs at the intersection of 142'~d Avenue and Dysprosium Street and that she liked the idea of <br />narrowing the width of street. She noted that she did not think that the speed humps make a <br />difference with slowing traffic down. <br /> <br />Valerie Hoeller, 14111 Dysprosium Street NW, Ramsey, stated that the speed humps are a joke. <br />She explained that, eight years ago, the residents requested that a sidewalk be constructed on at <br />'least one side of the road but instead the speed humps were installed. Ms. Hoeller emphasized <br />that if something is not done innocent children will be killed. She stated that a sidewalk would <br />allow a place for children to ride their bikes and people to walk their dogs. She suggested <br />narrowing the width of the road, and adding a boulevard and sidewalk. Ms. Hoeller stated that <br />she would gladly pay an assessment on her taxes for the improvements. <br /> <br />Mayor Gamec stated that he has personally viewed Dysprosium Street and witnessed the high <br />rate of speed along the road even with the speed bumps. He stated that he is personally opposed <br />to the speed bumps because they do not seem to slow traffic down. <br /> <br />Councihnember Connolly inquired if it possible to place stop signs on an MSA road. <br /> <br />Ms. Loken replied that the City would have to complete a study to prove that the intersection <br />meets the warrants for a stop sign. <br /> <br />City Council/September 26, 2000 <br /> Page 6 of 36 <br /> <br /> <br />
