Each permit
generates approximately three inspections from the Fire Marshal. These totals
do not include open burning permits and other inspections that occur throughout
the year.

· Existing Structures:
This past year the Fire Department was able to visit all the fuel stations,
churches, and assembly structures such as bars and restaurants. Also visited
were several business and mercantile shops such as Plants and Things,
Command Tool, and Accent Kitchen. To provide a simple summary, the same
issues with many of the other businesses that include bad egress, no emergency
lighting, no address on the outside of the building, temporary power used as
permanent power, no fire extinguishers, and improper handling of flammable
and combustible storage. This year a local green house was visited that had
several violations. As they were working on correcting them the fire department
responded to a fire at the business in the early morning hours. The fire was
caused by combustibles placed too close to a heat vent. It caused thousands of
dollars in damage. This year we had to close down a local adult book store due
to severe code violations. The store was closed for neady a month and opened
after conducting an extensive cleaning and organizing operation. Periodic
checks continue to date.

Other inspections included Game Fair, and the fire works at the Diamonds July
4th event.

Another inspection that occurs on a regular basis is residential daycare
inspections. The city currently has 83 in-home daycares registered with Anoka
County. When there is a new registrant, the county sends the Fire Department
an inspection notice. An appointment is made with the home owner and a visit to
the home is conducted to assure it is safe to occupy children in it. There were 8
new registrants last year.

· Fire Investigations:
There were 20 completed fire investigation in Ramsey and 3 in Burns Township
in 2005. This year we saw an increase in arson cases that ranged from vehicle
fires, to park fires, a residential occupancy. Because of the working relationship

-11-
