City would be an appropriate method for initiating a street lighting request, however little <br />additional details of the process can be provided since the City's Street Lighting policy does <br />not address this aspect. It would be helpful to more fully develop a policy to describe this <br />policy. The major areas of such a policy that would need to be addressed would include <br />defining the area proposed to receive street lighting, and identifying the costs associated with <br />installation and how these are to be financed. It would appear that installation costs in an <br />existing urban subdivision could be expected to be in the neighborhood of $I,000 per unit. <br />These costs could be special assessed or could be recouped over a period of time as a <br />supplemental charge on the street lighting utility billing. A public hearing is a required element <br />of the special assessment process, and staff would recommend such a hearing be included in <br />the process should some method other than special assessment be designated in the policy. <br /> <br />The consensus of the Public Works Committee was to recommend that the City Council direct <br />staff to draft a subdivision street lighting policy, obtaining input from the Park Board regarding <br />the lighting of trails within the City. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case #2 Review Priority Street Lighting <br /> <br />Background: <br /> <br />At the present time there are approximately 150 priority intersections which have lighting and <br />another 24 eligible locations without lighting. A list of these intersections is attached to this <br />report. <br /> <br />Presently the 2006 budget includes $45,000 for the installation of priority street lights. This <br />includes the amount budgeted for 2005 which was rolled over to this year. It is estimated that <br />approximately 19 lights can be installed with this allocation. This could complete the priority <br />system depending on whether the six locations identified on the list are included within the <br />priority system. <br /> <br />Motion to recommend that City Council direct staff to proceed with the installation of the 19 <br />identified priority street lights within the budgeted allocation. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />-320- <br /> <br /> <br />
