The area staff would now like to discuss is the right-of way (ROW) in general. After the <br />storm last fall there were literally hundreds of signs advertising roofing, siding, window and <br />clean-up contractors throughout the City. Most of these contractors purchase these signs <br />knowing full well they will be picked up and thrown away at some point. Staff would like to <br />discuss a possible fine of some type for these individuals. <br /> <br />The City Administrator has suggested one letter be sent, followed by a frae. The fine would <br />need to overcome the value of having illegal signs. He suggested a strong effort be placed on <br />education, as that worked well with the real estate signs. <br /> <br />The consensus of the Connnittee was to recommend that the City Council direct staff to stay <br />aggressive in removing the signs, with the violators receiving a letter from the City. This <br />procedure should be followed until June 1~, at which time the status of compliance should be <br />reviewed and to recommend that the City Council direct staff to remove political signs in all <br />right-of-ways, as is done with all sign placement throughout the City. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case #7 Snow Removal on City Sidewalks and Trails <br /> <br />Background: <br /> <br />The City of Ramsey currently prioritizes sidewalks and trails in the school walking zones as <br />first priority. Developed commercial areas in Ramsey Town Center are also on this priority <br />level. There is a second level of sidewalks and trails that are designated on plowing maps that <br />fall slightly below the school priority that are mainly used for recreation. Both of these levels <br />are cleared during the initial plowing after a snow event. The th/rd tier, which contains trails <br />and some parking lots are done the next day or when people and equipment are available. The <br />delay is because some of the same people and equipment are necessary to clean the skating <br />rinks. This still leaves the City with several areas in the City where the sidewalks still need to <br />be maintained. Staff is looking for direction on what type of snow removal policy the Public <br />Works Committee and ultimately City Council would like to implement for the future. <br /> <br />The consensus of the Committee was to recommend that the City Council direct staff to draft a <br />map of the sidewalks and trails in the City, and to work towards drafting a snow removal <br />policy. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />-323- <br /> <br /> <br />
