Case #8: <br /> <br />Request for Authorization to Schedule a Date of Public Hearing with <br />Oldcastle Precast, Inc. for 7:00 p.m., January 9, 2001 <br /> <br />City Administrator Norman stated that the City is near completion with a development <br />agreement and business subsidy agreement with AMCOR, with the corporate name of Oldcastle <br />Precast, Inc., a Washington corporation. Sate law requires that a business subsidy public hearing <br />be held prior to the adoption of a business subsidy agreement. Staff recommended that a public <br />hearing for the business subsidy agreement with Oldcastle Precast, Inc. be set for January 9, <br />2001, at 7:00 p.m. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to authorize <br />scheduling a public hearing for the business subsidy agreement with Oldcastle Precast, Inc. for <br />7:00 p.m., January 9, 2001. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Connolly, <br />and Zimmerman. Voting No: None. <br /> <br />Case #9: Adopt Resolution Approving Appraisal for Acquisition of Makens Property <br /> <br />City Attorney Goodrich stated that the City, by Resolution #00-08-196, authorized the <br />commencement of an eminent domain action for acquisition of the Makens property consisting <br />of approximately 37 acres for industrial park purposes. As a part of that condemnation process <br />an appraisal has been completed. The appraiser has determined the value of this 37-acre tract to <br />be $1,100,000. This then is the amount, which the City will need to offer the landowner for title <br />to the property. The land owner has tl~e option of accepting or going forward with the <br />condemnation process including commissioners hearings as well as a District Court trial. The <br />amount, therefore, could be more than the $1,100,000 if so determined by the commissioners <br />and/or District Court Judge. In order for the City to acquire title to the property, the City must <br />deposit the $1,100,000 with the District Court now or with the owner at the owner's discretion. <br />This deposit cannot be made until the Council approves the appraisal amount. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to adopt Resolution #00-12- <br />344 approving the appraisal amount of $1,100,000 for the 37-acre Makens property. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Connolly, Hendriksen, <br />and Zimmerman.
