Case #8: Request for Authorization to Schedule a Date of Public Hearing with Oldcastle Precast, Inc. for 7:00 p.m., January 9, 2001 City Administrator Norman stated that the City is near completion with a development agreement and business subsidy agreement with AMCOR, with the corporate name of Oldcastle Precast, Inc., a Washington corporation. Sate law requires that a business subsidy public hearing be held prior to the adoption of a business subsidy agreement. Staff recommended that a public hearing for the business subsidy agreement with Oldcastle Precast, Inc. be set for January 9, 2001, at 7:00 p.m. Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to authorize scheduling a public hearing for the business subsidy agreement with Oldcastle Precast, Inc. for 7:00 p.m., January 9, 2001. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Connolly, and Zimmerman. Voting No: None. Case #9: Adopt Resolution Approving Appraisal for Acquisition of Makens Property City Attorney Goodrich stated that the City, by Resolution #00-08-196, authorized the commencement of an eminent domain action for acquisition of the Makens property consisting of approximately 37 acres for industrial park purposes. As a part of that condemnation process an appraisal has been completed. The appraiser has determined the value of this 37-acre tract to be $1,100,000. This then is the amount, which the City will need to offer the landowner for title to the property. The land owner has tl~e option of accepting or going forward with the condemnation process including commissioners hearings as well as a District Court trial. The amount, therefore, could be more than the $1,100,000 if so determined by the commissioners and/or District Court Judge. In order for the City to acquire title to the property, the City must deposit the $1,100,000 with the District Court now or with the owner at the owner's discretion. This deposit cannot be made until the Council approves the appraisal amount. Motion by Mayor Gamec, seconded by Councilmember Anderson, to adopt Resolution #00-12- 344 approving the appraisal amount of $1,100,000 for the 37-acre Makens property. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Connolly, Hendriksen, and Zimmerman. Voting No: None. MAYOR AND COUNCIL INPUT 1) New Council Councilmember Anderson stated that the City Charter states that the Council is supposed to begin the City's business on the first business day of the new year following an election.
