Councilmember Hendriksen stated that he had spoke with the Planning Commission Chairperson <br />and his thought was that the Commission was most influenced by the underground tank issue <br />which by the time he spoke to him was made apparent that it was not a legitimate issue. <br /> <br />Mr. Sacco stated that there was some concern from residents regarding traffic and so they did <br />some research that indicates that traffic from a gas station is less than a fast food restaurant. <br /> <br />Counciln~ember Zimmerman stated that since the property has been zoned coinmercial for 20 <br />years he would have to disagree with the recommendation of the Plmming Commission. <br /> <br />Councilmember Hendriksen stated that # 13 and gl4 of the findings of fact should be amended to <br />read "will not". <br /> <br />Motion by Councihnember Hendriksen, seconded by Councilmember Connolly, to adopt <br />Resolution #00-12-329 adopting Findings of Fact #0544, as amended, relating to a request from <br />RF Development LLC and Lyndale Terminal Company to rezone certain property from B-1 <br />Business to B-2 Business. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Motion by Councihnember Hendriksen, seconded by Councilmember Zimmerman, to introduce <br />an ordinance to approve the request from RF Development and Lyndale Terminal Company to <br />rezone certain property from B-1 Business to B-2 Business based on the Findings of Fact. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Connolly. Voting No: None. <br /> <br />Case #5: Request for Site Plan Review; Case of Lyndale Terminal Company <br /> <br />Councihnember Hendriksen inquired if the Planning Commission reviewed the site plan since <br />they had recommended denial of the rezoning. <br /> <br />Community Development Director Frolik replied that the Planning Commission did not review <br />the site plan and for that reason it should be returned to them for their review. <br /> <br />Motion by Councihnember Zimmerman, seconded by Councilmember Hendriksen, to refer the <br />site plan back to the Planning Commission for their review. <br /> <br />Further Discussion: Collin McClown, 143~d Avenue, Ramsey, stated that he agrees with Mr. <br />Sacco that the location is an outstanding area and that everyone needs gas, but another gas station <br />is not needed in the area. There are four stations between Highway gl0 and 153~d Avenue that all <br />have good access. Traffic will be increased in their neighborhood where there are bus stops and <br />no "no outlet" signs posted on their streets to try and discourage traffic from coming down their <br /> <br />City Council/December 12, 2000 <br /> Page 14 of 25 <br /> <br /> <br />
