Mr. Sacco explained that there will not be any back lit lighting on the outside of the canopy and
underneath the canopy the lights will not be visible from the adjacent properties.

Councilmember Anderson inquired if they will be installing talking pumps because she was
concerned with the excess noise that might create, especially at night.

Mr. Sacco explained that at this station they will only have them equipped to be used in
emergency situations and will make sure that they are not audible to neighboring residents.

Councihnember Hendriksen stated that there is a Burger King in Ramsey that has boxed lighting
to reduce tim horizontal light dispersion that are located on such high poles that it does not work.
He inquired if they intend on having any lighting on poles.

Mr. Sacco replied that the pole lights would be 16 feet high.

Community Development Director Frolik noted that they are required to keep the light from
reflecting on public roads or adjacent properties according to City Code.

John Burigee, Manger of Engineering, Holiday Station, explained that the lighting underneath
the canopy would be recessed into the canopy deck. SA has lights that hang below their canopy
and Bill's Superette has a glass lens that hangs down that provides a glare that can be seen from
different properties. He stated that they are willing to comply with whatever the City requests of
them as it pertains to lighting.

Councilmember Hendriksen inquired as to the hours of operation.

Mr. Sacco replied that they would prefer to be open 24 hours in the beginning to see how they do
and then, depending how that goes, make the determination if it should continue as a 24 hour
operation or close in the late evening.

Councilmember Hendriksen inquired about the hours of operation for SA and Bill's Superette.

Mayor Gamec replied that SA is open 24 hours and Bill's Superette closes at 11:00 p.m.

Councilmember Anderson inquired as to why the Planning Commission recommended denial of
the rezoning.

Community Development Director Frolik explained that they denied the request due to the
comments made by the public and the uncertainty of a state statute regarding the location of the
underground gas tanks. She did note that the Planning Commission did remind the public that
they could be looking at a fast food restaurant or restaurant/bar establishment under its cun'ent
zoning.

City Council/December 12,2000
