think of all the people that have taken the time to work on the ordinance. The ordinance may not <br />be perfect, but it is flexible and workable. If anyone votes no to the ordinance then they are <br />telling the volunteers that their time does not matter. Many people moved to Ramsey <br />understanding that they would be giving up more services, and having longer commutes. They <br />also understand that there is going to be higher density coming into the area. All the ordinance is <br />saying is that people who have existed and gave to the community and developed the community <br />be taken into consideration. Mr. Miller's arguments prove what the residents are saying. If the <br />Council votes no on the ordinance they are saying that the people that do not yet live in Ramsey <br />are given more priority and if they do vote no he would like an explanation as to their reason for <br />voting no. The ordinance is for the residents, not someone in Wayzata. <br /> <br />Mr. Westrum stated that Mr. Miller comes from the old school. When they do real estate <br />transactions be promises one acre lots and then rescinds that. When he bought the property he <br />intended on them being one acre lots and that is what he promised the residents. If he is not <br />going to make money on selling the property they can buy the land from him at $10,000 from <br />each resident. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to adopt the <br />ordinance establishing density transition standards. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Councilmelnber Hendriksen aye <br />Councill~ember Anderson no <br />Councihnember Connolly aye <br />Councilmember Zimmerman aye <br />Mayor Gamec no <br /> <br />Motion failed. <br /> <br />Mr. Manuel stated that he would like an explanation as to why they voted no. <br /> <br />City Attorney Goodrich noted that they are not obligated to give an explanation. <br /> <br />Mayor Gamec stated that he thinks there are other areas in the City that need to be considered. <br /> <br />Councilmember Anderson stated that she can't vote in favor of this ordinance. She agrees with <br />the need for transitioning, but feels there needs to be something that fits into all parts of the City. <br />She wants to maintain her neighborhood also, but feels that she has a greater obligation to the <br />City as a whole. <br /> <br />Councilmember Hendriksen inquired if the City Attorney would review a proposed initiative for <br />its fonnat and legality if it was brought forward by the citizens. <br /> <br />City Council/December 12, 2000 <br /> Page 20 of 25 <br /> <br /> <br />
