City Attorney Goodrich replied that he would do so if the Council gives him that direction. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zirmmerman, to authorize <br />the City Attorney to review a petition for a referendum if it is forwarded to hirn from the <br />residents prior to it being circulated for signatures. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Connolly. Voting No: None. <br /> <br />Mayor Galnec recessed the regular City Council meeting at 9:54 p.m. <br /> <br />Mayor Garnec called the regular City Council meeting back to order at 9:55 p.m. <br /> <br />Case #9: lutroduce Ordinance Renewing Quad Cities Cable Communications <br /> Franchise Agreement <br /> <br />City Administrator Norman stated that the Council needs to schedule a public hearing prior to the <br />adoption of the ordinance. <br /> <br />City Attorney Goodrich noted that the Council is required to conduct a public hearing and <br />publish notice of the public hearing in the Ramsey Resident and Anokct Union. <br /> <br />Mayor Gamec stated that the Council will be unable to adopt the ordinance until the end of <br />January or early February and inquired if that will be a problem. <br /> <br />Terry O'Connell, Quad Cities Cable Communications Commission Franchise Administrator, <br />replied that he will have to get an opinion on the deadlines. <br /> <br />Assistant City Administrator Moore-Sykes noted that the next issue of the Ramsey Resident is <br />not scheduled to be sent out until the middle of January. <br /> <br />City Attorney Goodrich stated that the public hearing can be held 10 days after the notification in <br />the City's newsletter. <br /> <br />Councilmember Hendriksen inquired as to what the cost was to send out the Ramsey Resident. <br /> <br />Assistant City Administrator Moore-Sykes replied that the cost is approximately $2,000 for <br />printing and postage. A special edition would probably cost approximately $1,200. <br /> <br />Mr. O'Connell stated that he does not think that the time table is going to be critical. <br /> <br />Councilmember Hendriksen inquired if the Council would be permitted to do anything to express <br />their intent or desire to approve the franchise agreement without treading across the line of <br /> <br />legality. <br /> <br />City Council/December 12, 2000 <br /> Page 21 of 25 <br /> <br /> <br />
