City Attorney Goodrich replied that the City Council could introduce the ordinance. <br /> <br />Councihnember Connolly suggested that they direct staff to submit a letter to the Quad Cities <br />Cable Commission indicating that there is a consensus of the Council to adopt the franchise <br />agreement. <br /> <br />Mr. O'Connell stated that the Quad Cities Cable Communications Commission has completed <br />their work on a formal ordinance, which will renew the franchise with AT&T Broadband to serve <br />the City of Ramsey. This ordinance is in response to the Commission's December 20, 1999 <br />Request for Renewal Proposal, issued on behalf of Andover, Anoka, Champlin, and Ramsey. <br />The renewed franchise agreement will serve the member cities, upgrade the City's cable <br />communications system to 870 MHz capacity, expand channel offerings, deploy two-way high <br />speed cable modem service, reinvigorate the Institutional Network and enhance support for the <br />community based and managed public, educational and government access programming <br />enterprise-QCTV, all in a manner responsive to the community needs as assessed by the Cable <br />Commission. The franchise agreement also includes providing service for the Council meetings <br />to be filmed live out at the fire station. The new equipment for the fire station has already been <br />ordered. <br /> <br />Mayor Gamec stated that there are areas that currently don't receive cable service and questioned <br />if those areas will receive coverage. <br /> <br />Mt'. O'Connell stated that the agreement states that service will be provided for an area where <br />there are 35 homes per mile. <br /> <br />Motion by Councihnember Connolly, seconded by Councilmember Hendriksen, to introduce an <br />ordinance renewing the fi'anchise with the Quad Cities Cable Communications Commission <br />Cable Television Franchise and to direct staff to schedule a public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Hendriksen, Anderson, <br />and Zimmern~an.
