case #3: <br /> <br />Authorization of Development Agreement with Anoka County Community <br />Action Program, Inc. <br /> <br />City Administrator Norman stated that the City of Ramsey entered into a purchase agreement <br />with the Anoka County Community Action Program, Inc. (A~CAP) on February 18, 1999. The <br />purchase agreement would allow for the sale of the City-owned property at the intersection of <br />T.H. #47 and soon to be built Sunwood Drive. The purchase agreement spelled out that a <br />development agreement would be executed between the parties, which would complete the sale <br />of the property owned by the City to ACCAP. Staff has completed drafting the development <br />agreement and is now prepared for Council consideration. The development agreement calls for <br />the sale of the property owned by the City for compensation in the amount of $265,000. The <br />document further states that a tax increment financing district will be created to support their <br />proposed housing development. Further, the document refers to an attachment described as <br />neighborhood development agreement, whereby commitments are made between ACCAP and <br />the adjacent neighborhoods regarding a proposed housing project. The development agreement <br />is spelled out in the purchase agreement executed on February 18, 1999, which contractually <br />obligates the City to enter into the development agreement. <br /> <br />Councilmember Connolly stated that one of the companies she works for has expressed an <br />interest in running one of the group homes in the proposed ACCAP development and for that <br />reason she will abstain fi'om the discussions. <br /> <br />Councihnember Anderson inquired about the reference to TIF District No. 9 in the development <br />agreement. <br /> <br />City Administrator Norman explained that TIF District No. 9 is only proposed at this point. The <br />District would need to be approved by the Council. <br /> <br />Councilmember Anderson replied that ACCAP's first request was for a TIF District and inquired <br />if they were handling the process in the right order. <br /> <br />Jeff Johnson, ACCAP, stated that they did request that a TIF District be developed to assist them <br />in completing an affordable housing project. <br /> <br />Councilmember Anderson'inquired if the plan includes 28 or 31 units. <br /> <br />Mr. Johnson replied that the Council's TIF Resolution calls for a project of 40 units or less. At <br />this time, based on the Council's action of two weeks ago, ACCAP does not have a proposal in <br />front of the Council, but they are still looking to purchase the land. <br /> <br />Councihnember Anderson inquired in regard to the neighborhood agreements. <br /> <br />City Council/December 12, 2000 <br /> Page 7 of 25 <br /> <br /> <br />
