Ms. Pomeroy noted that the Youth First meetings are held at 7:15 a.m. at the Learning Center on <br />the second Friday of the month. <br /> <br />CITIZEN INPUT <br /> <br />Winslow Holasek, 1159 Andover Boulevard, Andover, stated that on January 25, 2000, they <br />were presented with an annual cost of $735.00 to complete the drainage project in sub-drainage <br />district 1. When he received his proposed property tax statement, his annual cost was almost <br />doubled and when he inquired with staff as to the reason for the increase, he was informed that <br />the $14,600 cost that the City had agreed to pay had not been reduced from the total cost. He <br />then received a letter fi'om the Finance Officer indicating that the proposed property tax <br />statements had the incorrect charge for the project and that the figure had been reduced to $1,095 <br />which is still higher than the original cost. The letter also noted that the feasibility study did not <br />include a market value increase. He then inquired further as to the reason for the increase and he <br />was informed by staff that the cost is higher because the bids for the project came in higher than <br />what had been estimated by staff and that a portion of the businesses are commercial and pay a <br />physical disparity tax so they do not pay a storm water cost so the residents end up having to pay <br />a 50 percent increase. At $1,100 the project is significantly higher than what was originally <br />proposed. <br /> <br />City Administrator Norman replied that the issue will be discussed at the Truth and Taxation <br />Hearing. <br /> <br />Mr. Holasek stated that staff has been very helpful in answering his questions, but his financial <br />burden for the project has increased by 50 percent and should be reconsidered. <br /> <br />Jessie Jorgenson and Kyle Cole were present from Elk River High School as part of a <br />requirement for a 12th Grade Government class. <br /> <br />APPROVEAGENDA <br /> <br />City Administrator Norman noted that introduction to an ordinance to convey remnant of land <br />for title clearance purposes should be added to #12 of the Consent agenda. <br /> <br />Motion by Councilrnember Hendriksen, seconded by Councilmember Cormolly, to approve the <br />agenda as amended. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Cotmolly, Anderson, <br />and Zimmerman.
