Motion cmTied. Voting Yes: Mayor Gamec, Councilmembers Connolly, Anderson, and
Hendriksen. Voting No: None. Absent: CouncilmemberZimmerman.

Case #Sb: Met Council Letter

Councihnember Hendriksen stated that he met with Met Council Member Natalie Haas Steffen,
after talking to Councihnember Anderson about her strong desire to recommend that the City be
eligible to apply for a planning grant. Out of that meeting came the three points that arc included
in the letter. At this point, he thinks that the City can move forward.

Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to ratify the
letter to the Met Council regarding the Comprehensive Plan understanding.

Further discussion: City Administrator Norman noted that the Met Council did carry through
with the commitment regarding the grant and the City of Ramsey has been included as one of the
six cities to receive the grant. Councilmember Anderson stated that the planning grant will give
the City an expert in design. She stated that in working with the Met Council they did not realize
that these pilot programs were going to be awarded soon and the City had a very good chance of
receiving one. Natalie Haas Steffen was willing to "go to bat" for Ramsey as one of the people
applying for the grant, but because they had not completed the Comprehensive P1an, there were
several "sticky" points that had to be put in place before they could be seriously considered for
the grant.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, and
Anderson. Voting No: None. Absent: CouncilmemberZimmerman.

Case #6: Report from Personnel Committee

1) Consider Ending Probationary Period of Secretary

Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to adopt
Resolution #00-11-293 ending probationary period for Secretary Pam Miller and granting her the
status of regular full-time employee effective November 1, 2000.

Motion carried.
