Councilmember Hendriksen stated that the number of people that may want to subdivide their <br />property versus the number of people that want protection from new development that could be <br />ten times the density, is quite dramatic. <br /> <br />City Attorney Goodrich replied that language could be included in the ordinance to exempt the <br />issue to which Mayor Gamec was referring. He suggested introducing the ordinance and then <br />addressing the issue further at a work session. <br /> <br />Councilmember Hendriksen stated that there has been numerous instances where the City has <br />received a request to rezone property from commercial to residential and adjacent residential <br />property owners opposed the rezoning because they felt that the high density residential was a <br />more intense use. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, to introduce the <br />ordinance establishing density transition standards and then review it further at a work session.. <br /> <br />Further discussion: Mayor Gamec stated that he would like to see some picture scenarios <br />including a reverse situation at the work session. <br /> <br />Motion carried. Absent: CouncilmemberZimmerman. <br /> <br />Case #5: <br /> <br />Award'Contract for Improvement Project #99-51, 153~d Avenue NW/155th <br />Avenue NW Extension <br /> <br />City Engineer Olson stated that on Wednesday, September 6, 2000, bids were opened for <br />Improvement Project #99-51, 153rd Avenue NW/155th Avenue NW extension. The low bid <br />submitted fi'om Forest Lake Contracting is over $90,000 below the engineer's estimate of <br />$807,000. This low bid represents a very attractive contract price for this project. This case was <br />tabled at the September 26, 2000 meeting, as the City had not commenced a quick take eminent <br />domain proceeding. <br /> <br />City Attorney Goodrich explained that the condemnation papers have not yet been served, but <br />will be done this week. He recommended that the Council authorize awarding the bid with the <br />addition of language stating that "the contractor will not' be permitted onto the Vasseur property <br />until they have received approval from the City Attorney." <br /> <br />Motion by Councilmember Hendriksen, seconded by Connolly, to adopt Resolution #00-11-292 <br />receiving bids and awarding contract for Improvement Project #99-51, 153rd Avenue NW/155th <br />Avenue NW Extension. The award goes to Forest Lake Contracting, Inc. and is in the amount of <br />$716,399.48, contingent upon a supplementary agreement with Forest Lake Contracting with the <br />contractor not being permitted onto the Vasseur property until they have received approval from <br />the City Attorney. <br /> <br />City Council/November 14, 2000 <br /> Page 14 of 19 <br /> <br /> <br />
