Councihnember Hendriksen replied that he does not want to have to defend the action of the <br />Council. <br /> <br />Councihnember Connolly noted that there is money in the budget for Quad Cities Cable to <br />televise the work sessions. <br /> <br />Mayor Gamec stated that by doing that, it appears as if the Council is trying to defend something <br />they did wrong. <br /> <br />Councihnember Hendriksen replied that he does not think that the Council did anything wrong. <br /> <br />Councilmember Anderson stated that she can see the informality of a work session has some <br />value, but thinks there is concern on the open meeting laws and suggested holding the work <br />sessions while on camera. <br /> <br />Councihnember Hendriksen stated that one of the complaints the Council has received is that the <br />residents and businesses did not know that the City was establishing a storm drainage utility and <br />yet the Council felt as if they had talked about it for months. However, the majority of the <br />discussion did not take place on camera so the residents felt they were blindsided. <br /> <br />City Administrator Norman stated that staff's work will double because the Council in front of a <br />camera is different than a Council in an informal setting. He pointed out that the work sessions <br />are legal meetings and all of the cities conduct them. <br /> <br />Mayor Gamec stated that if they are going to require that all work sessions are televised then <br />they would have to televise all of the Committee meetings as well. <br /> <br />Counciimember Hendriksen replied that he has no objections to placing all of the Committee <br />meetings on camera. <br /> <br />Motion by Councihnember Hendriksen, seconded by Councilmember Connolly, to direct staff to <br />schedule a work session to be televised. <br /> <br />Motion carried. Voting Yes: Councilmembers Hendriksen and Connolly. Voting No: Mayor <br />Gamec. Absent: CouncilmemberZimmerman. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Commlly, to adjourn the <br />meeting. <br /> <br />Motion carried. <br /> <br />City Council/November 14, 2000 <br /> Page 18 of 19 <br /> <br /> <br />
