Voting No: None. <br /> <br />Case #4: <br /> <br />Request for a Conditional Use Permit for a Private Dog Kennel to Maintain <br />More Than Two Adult Dogs on a Parcel; Case of Amy Ross <br /> <br />Community Development Director Frolik stated that on September 8, 2000, the City received an <br />application from Amy Ross for a conditional use permit for a private dog kennel to maintain a <br />maximum of six adult dogs on the property located at 8100 154th Avenue NW. The subject <br />property is approximately .9 acres in size and is zoned R-1 Residential. The applicant currently <br />owns two debarked collies and would like to house a maximum of six adult dogs on the property. <br />Three collies would remain on the property full-time and one to three more dogs would be there <br />on a temporary basis at various times. Ms. Ross trains collies to be confirmation dogs <br />(competition dogs judged on their grooming) and would need the flexibility to house three to six <br />collies on the property during the short period while she trains or prepares the dogs for <br />competition. The applicant has provided a letter of application and site plan which indicates that <br />the dogs will be kenneled outdoors during the day and brought into the house by 8:00 p.m. every <br />night and there is an existing, fenced-in exercise yard with future plans to extend the fenced area. <br />The applicant has a 6 feet by 24 feet kennel outside and a six foot by 12 foot kennel inside the <br />garage. The Planning Commission reviewed the application and held a public hearing on <br />October 3, 2000. The Planning Commission noted three letters that were submitted by <br />surrounding neighbors opposing Amy Ross's request to maintain up to six dogs on a parcel. <br />There were two neighbors at the public hearing who stated their support of Ms. Ross's request. <br />The Planning Commission recommended approval of the request to maintain up to six adult dogs <br />on the property. <br /> <br />Amy Ross, 8100 154th Avenue NW, Ramsey, stated that she co-owns more than six dogs, but the <br />period of time the dogs would be on her property would on be a short time. She explained that <br />the dogs would be kept inside at night and supervised when outside and that there would never <br />be more than two dogs outside at one time. <br /> <br />Councilmember Connolly inquired as to how often Ms. Ross shows the dogs. <br /> <br />Ms. Ross replied that she usually shows the dogs once a month. <br /> <br />City Council/October 24, 2000 <br /> Page 15 of 31 <br /> <br /> <br />
