warehouse facility. The area is generally located north of State Highway #10 and east of <br />Boilermakers on 153rd Avenue. The site is zoned B-1 Business, office facilities are a permitted <br />use. The proposed warehousing activities were approved by the City Council in 1998. The <br />proposed building includes an office area of 1,364 square feet and a 7,305 square foot <br />warehousing area. The structure meets all B-1 Business setback requirements and is in <br />compliance with the 35% lot coverage restriction. The site plan proposes to have one access <br />point from 153rd Avenue. The exterior building materials are proposed to consist of integrally <br />color treated rockface concrete block and vinyl Dutch LAP siding on the gable ends above the <br />concrete walls. Asphalt shingles will be used for the roof. The proposed vinyl siding deviates <br />from the Business District architectural standards and will need City Council approval. The site <br />plan is proposing a 3,575 square foot outside storage area. The plan indicates that a chain link <br />fence with PVC privacy slats will screen the outside storage area from adjacent properties. Staff <br />recommended the use of a wood privacy fence because vinyl slats deteriorate over time and the <br />site being located adjacent to a residential Planned Unit Development. The facility will be <br />serviced by on-site sewer and water facilities. The site plan will need to be reviewed and <br />permitted by the Lower Rum River Water Management Organization. The Planning <br />Commission reviewed the site plan on October 3, 2000 and recommended site plan approval <br />contingent upon compliance with City staff review letter dated September 29, 2000, revised <br />October 20, 2000. <br /> <br />Councilmember Anderson inquired if the wood fence was acceptable to the applicant. <br /> <br />Brett Pomerleau, Concrete Masonry Unlimited, Inc., replied that the wood fence is fine. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to approve the <br />proposed site plan for Concrete Masonry Unlimited, Inc., contingent upon compliance with City <br />staff review letter dated September 29, 2000, revised on October 20, 2000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />Case #6: Continuation of Discussion of the Storm Drainage Utility <br /> <br />City Administrator Norman requested that the issue be held over to the November 14th Council <br />meeting. He explained that staff has been meeting with the business community and they feel <br />that there have been a number of good suggestions made. Currently staff is looking primarily at <br />items that relate to the credit system and refining of the process to see if they can put together <br />more user friendly language. <br /> <br />Rick Boushek, Diamonds Sports Bar, stated that the Mayor had made a statement that there <br />seems to be times where communications should be such that they are understood. He felt that <br />City staff should be included in that whole understanding because there has been so much <br />confusion with this entire process.
