Mr. Boushek stated that he is confident that the ponding was put into place to accommodate the <br />entire facility. With the amount of sugar sand in the area, the ponds have never held water even <br />after a significant rainstorm. The ponds were designed and approved to meet City standards. <br /> <br />Councihnember Conn011y stated that a lot of the businesses are less than six years old and if they <br />can't take the information off the blue prints to receive a credit then the issue needs to be <br />addressed. <br /> <br />City Administrator Norman replied that that is the area that staff is currently working on. <br /> <br />Councihnember Connolly replied that in the meantime, Diamonds still had to spend the $600. <br /> <br />Councilmember Hendriksen stated that he would have thought that those numbers would have <br />been readily available on the blue print. In his opinion, it appears that the $600 was wasted. <br /> <br />City Administrator Norman replied that he would look into the process as to how the Diamonds <br />situation was handled and what went wrong. <br /> <br />Mr. Boushek stated that the concern they have is that the story always seems to be changing. <br /> <br />Councilmember Hendriksen stated that it was never his intent to have a business spend $600 to <br />get the information off a blue print and if a business has a similar amount of impervious area that <br />one should not have to pay more. <br /> <br />Finance Officer Lund noted that the electric service is a separate entity to the City and their <br />electricity would not be shut-off for not paying the storm drainage utility fee. <br /> <br />Councilmember Connolly stated that she would like to know where the 20 acre minimum came <br />from. <br /> <br />Councihnember Hendriksen read the statement "This year City Council added storm drainage <br />utility bill prior to any public hearing or notice." and inquired if that statement was true. <br /> <br />City Attorney Goodrich replied that the City did have several public hearings-and public <br />meetings that were all posted properly. <br /> <br />Councilmember Hendriksen inquired if work session minutes are made available to the public. <br /> <br />City Attorney Goodrich replied that all meeting minutes are made available to the public. <br /> <br />City Council/October 24, 2000 <br /> Page 20 of 31 <br /> <br /> <br />
