taking care of their own runoff. Mr. Vevea stated that the Council's decisions might set the
course between separation between the businesses and the rest of the community.

Lisa Rulet, 14345 Tungsten Street, Ramsey, stated that if it is a fact that businesses are creating
the bulk of the runoff then they should pay a higher cost. To have a flat tax seems to be an unfair
shoving of taxes. She stated that she admired the way the decision was made.

Councihnember Hendriksen stated that this meeting was the third formal meeting regarding the
issue and businesses who want to be heard should go through the calculations and look at the
credits that are available prior to the next meeting so they are not arguing over the accuracy of
numbers and can accurately discuss the issue.

Motion by Councihnember Hendriksen, seconded by Councilmember Zimmerman, to table the
issue to a date to be determined.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zirmnerman,
Anderson, and Connolly. Voting No: None.

Case #3:

Receive Bids and Award Contracts for the Construction of 143ra Avenue NW
between Jasper Street and C.R. #116

City Engineer Olson stated that hnprovement Project #00-21 consists of 0.5 miles of City street
with watermain, sanitary sewer, and storm sewer to serve the development of over 56 acres of
commercial and industrial property, identified as the Makens property. Authorization to
advertise fol' bids was ordered on September 13, 2000, and bids were received Friday, October 6,
2000. Seventeen bids were received and ranged from $497,580.48 to $589,784.75. A summary
of the bidding is as follows:

Bidder
* Erickson Construction, Inc.
. Barbarossa & Sons
· S.J. Louis Construction
· Northdale Construction Co.
· W.B. Miller, Inc.
· LaTour Construction, Inc.

AmonntofBid
$497,580.48
$505,994.00
$517,325.50
$517,929.28
$520,650.85
$524,681.11

City Engineer Olson explained that the low bid submitted from Erickson Construction, Inc. is
over $80,000 below the engineers estimate. This low bid represents a very attractive contract
price for this project. Erickson Construction, Inc. has completed similar work satisfactory in the
past and it is the recommendation of Hakanson Anderson Associates to award the Contract to
them. To date the City has obtained one of the four parcels necessary for this construction. The
remaining parcels are owned by Altron, Amcor, and the Maken property. The negotiations with
these properties are going well, however, staff is awaiting formal signature of right-of-entry

City Council/October 10, 2000
