19. That since the Planning Commission reviewed the proposed site plan in 2005, municipal water and sanitary sewer lines have been installed in the drainage and utility easement along the north property line of the Subject Property. 20. That on July 26, 2005, the Ramsey City Council tabled the case to allow councilmembers additional time to observe activity at the site. 21. That on August 9, 2005, certain members of the City Council discussed the fact that some of the traffic safety concerns associated with the Applicant's request may be mitigated by proposed County improvements to Sunfish Lake Blvd. in 2007 and an expansion may be more opportune for the Applicant in that time frame. 22. That on August 9, 2005, the Applicant withdrew his request for a decision on the proposed site plan. 23. That in January of 2006, the Applicant contacted the City with a verbal request that the 2005 application for site plan approval be placed back on a City Council agenda for a decision. 24. That the City has reviewed the proposed expansion plan for the Facility does not find that the use will provide for proper and safe traffic circulation on the Subject Property. 25. That the proposed use will adversely impact traffic in the area and Sunfish Commons. 26. Approval of the site plan application will adversely impact the public health, safety and welfare because of the traffic congestion existing at the entrance to the subject property from Sunfish Lake Boulevard. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Olson, and upon vote being taken thereon, the following voted in favor thereof: Mayor Gamec Councilmember Elvig Councilmember Olson Councilmember Cook Councilmember Pearson Councilmember Strommon and the following voted against the same: None and the following abstained: None RESOLUTION #06-01-03 Page 3 of 4
