19. That since the Planning Commission reviewed the proposed site plan in 2005, municipal <br /> water and sanitary sewer lines have been installed in the drainage and utility easement <br /> along the north property line of the Subject Property. <br /> <br />20. That on July 26, 2005, the Ramsey City Council tabled the case to allow councilmembers <br /> additional time to observe activity at the site. <br /> <br />21. That on August 9, 2005, certain members of the City Council discussed the fact that some <br /> of the traffic safety concerns associated with the Applicant's request may be mitigated by <br /> proposed County improvements to Sunfish Lake Blvd. in 2007 and an expansion may be <br /> more opportune for the Applicant in that time frame. <br /> <br />22. That on August 9, 2005, the Applicant withdrew his request for a decision on the <br /> proposed site plan. <br /> <br />23. That in January of 2006, the Applicant contacted the City with a verbal request that the <br /> 2005 application for site plan approval be placed back on a City Council agenda for a <br /> decision. <br /> <br />24. That the City has reviewed the proposed expansion plan for the Facility does not find that <br /> the use will provide for proper and safe traffic circulation on the Subject Property. <br /> <br />25. That the proposed use will adversely impact traffic in the area and Sunfish Commons. <br /> <br />26. Approval of the site plan application will adversely impact the public health, safety and <br /> welfare because of the traffic congestion existing at the entrance to the subject property <br /> from Sunfish Lake Boulevard. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Olson, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gamec <br />Councilmember Elvig <br />Councilmember Olson <br />Councilmember Cook <br />Councilmember Pearson <br />Councilmember Strommon <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following abstained: <br /> <br />None <br /> <br />RESOLUTION #06-01-03 <br /> Page 3 of 4 <br /> <br /> <br />
