8. That the proposed oil and lube bay services are permitted uses in the H-1 District. <br /> <br />9. That the expansion to the Facility would increase the total lot coverage to 14.4%, which is <br /> in compliance with the 35% restriction established in City Code. <br /> <br />10. That the proposed expansion would meet the 10 foot side yard setback from the common <br /> property line with Lot 1, Block 1 Sunfish Commons. <br /> <br />11. That the proposed expansion would be constructed with a stucco and brick finish to <br /> match the existing building. <br /> <br />12. That City Code requires a total of 48 parking spaces for the existing and proposed uses at <br /> the Facility; the site plan identifies 50 parking spaces, 5 of which include the 2 bays <br /> within the oil service area and stacking space for 3 vehicles outside the oil change service <br /> area. <br /> <br />13. That part of the site plan application includes relocating the vacuum island to the drainage <br /> and utility easement along the north side of the Subject Property. <br /> <br />14. That approval to locate the vacuum island in a public easement would set a precedent for <br /> the use of a public easement. <br /> <br />15. That the access to the Facility from Sunfish Lake Blvd. is a major access point that <br /> accommodates many traffic movements and the proposed expansion would require the <br /> reduction of the pavement width between the existing vacuum island and the terrace <br /> along Sunfish Lake Boulevard from 50 feet to 30 feet. <br /> <br />16. That the proposed oil service bays would also significantly impact the sight distance for <br /> the ingress and egress traffic movements from Sunfish Lake Boulevard to the strip mall <br /> on Lot 1, Block 2, Sunfish Commons. <br /> <br />17. That although there are no performance standards in City Code for regulating interior <br /> traffic patterns on a site, City Staff prepared an Exhibit of Internal Traffic Patterns <br /> regarding the Subject Property, attached hereto as Exhibit A, that identifies traffic safety <br /> concerns with traffic flow, site congestion, sight lines and general safety as it relates to <br /> the proposed expansion. <br /> <br />18. That the Planning Commission reviewed the proposed site plan on July 7, 2005, and <br /> recommended approval based on the following: a) the expansion does not represent a <br /> significant change to the current site layout; b) limited amount of traffic generated by the <br /> oil change service; c) relocation of vacuum island to north side of site entrance is not <br /> sufficient cause for denial of site plan; d) lack of established performance standards in <br /> City Code for internal traffic flow and patterns. <br /> <br />RESOLUTION #06-01-03 <br />Page 2 of 4 <br /> <br /> <br />
