15 Minutes Case # 3 <br /> <br />RECYCLING CONTRACT FOR PILOT CURBSIDE RECYCLING PROGRAM/ <br /> DRAFT ORDINANCE FOR MANDATORY RECYCLING <br /> <br />By: Merland Otto, Acting Zoning Administrator <br /> <br /> As you will recall, a draft contract was previously presented to <br />you for contract services for the curbside recycling program (copy <br />attached). Bill Goodrich, Anne Norris, and I met with Dale Henderson <br />of Waste Management - Blaine, to review the draft. Bill Goodrich will <br />review contractual concerns and issues brought up at that meeting. <br /> <br /> The most significant issue is whether the City should institute a <br />mandatory recycling ordinance for the pilot program or whether to rely <br />on voluntary participation. The contract with Waste Management is <br />based on $1.01/month per eligible household (300 homes) whether they <br />Participate or not. <br /> <br /> We have prepared a draft (mandatory recyling) Ordinance to be <br />considered for introduction should the Council determine that a <br />mandatory program is desired. A copy of the draft Ordinance is <br />attached for your review. Dependent on the Council's decision, the <br />Ordinance could be introduced at the September 27th meeting. This <br />would also allow an opportunity to provide a notice in the Ramsey <br />Resident so interested residents could appear at the September 27th <br />hearing. <br /> <br />Council Action: <br /> <br />Will be based on your discussion. <br /> <br />Review Checklist: <br /> <br />Administrator X <br />Attorney <br />Engineer X <br />Comm.
