The next step will be for the City to commit funds for <br />this program and. apply to MPCA for grant monies. It <br />should also be noted that the Solid Waste Management <br />Board's low tech program is also a potential source of <br />matching grant funds. <br /> <br />The total cost to the community is estimated to be <br />$15,000 less grant monies received. It should be <br />noted, however, that these costs are "guesstimates" and <br />that they may change depending on the D,,mher of house- <br />holds participating or if the collection program is <br />expanded to include adjoining communities. <br /> <br />6. Brushr Wood Waste Reduction <br /> <br />While many residents burn wood and brush or stack it, <br />significant amount of woody material enters the waste <br />stream. As Ramsey becomes more developed this will <br />continue to increase. At the present time, diseased <br />tree material (particularly oaks) is also being <br />inadequately stored and/or unnecessarily burned. At <br />the same time, city parks and trails are being <br />developed which require wood chips for mulching trees <br />or developing pathways. <br /> <br />It is proposed that the City explore and implement one <br />of the following options with respect to a wood <br />chipping unit: <br /> <br />purchase of a unit to be used by city personnel. <br />The unit and crew can be made available for <br />designated neighborhood cleanups on a prescheduled <br />arrangement. <br /> <br />- Lease a unit for use by City personnel on the same <br /> basis as above. <br /> <br />Enter into an agreement with Anoka County Parks and <br />Recreation Department for a specified amount of <br />chipping through their existing diseased tree <br />recycling program. If entering into an agreement, <br />the city should retain the right to an adequate <br />volume of chips for the City's needs. <br /> <br />Enter into an agreement with an independent <br />contractor for providing services to neighborhoods <br />with an overall annual volume limit for the City. <br /> <br />It appears that an annual contract agreement may <br />provide the City the greatest flexibility since the <br />contract volume could be adjusted based either on <br />participation by residents or based on the need for the <br />chip material. <br /> <br />13 <br /> <br /> <br />
