This abatement program could coincide and compliment <br />the City's tree inspection and disease control <br />programs. The estimated budget is $12,000 for 1988. <br />Yard Waste Composting (Leaves, Grass Clippings, etc.) <br />The majority of Ramsey has large lot residential <br />development (one acre and greater), it is likely that <br />participation at the existing (Coon Rapids) or at a new <br />central facility would be limited. A concerted effort <br />could be directed, however, to informing residents of <br />the benefits of yard composting. The goals set forth <br />for composting represent a relatively large volume of <br />waste material. The city, however, has virtually no <br />information on the amount of yard waste currently being <br />landfilled by residents. It is reasonable to assume, <br />however, that it is a much smaller portion than that <br />typical of an urban city with standard city lots. <br /> A primary effort needs to be made to develop adequate <br /> information to portray the existing status and flow of <br /> yard waste. This could be done by survey in con- <br /> junction with the semi-annual tree inspection surveys. <br /> A pilot program for neighborhood composting should be <br /> considered. A neighborhood group in Autumn Heights is <br /> interested in neighborhood park improvements. This <br /> group has also expressed interest in a neighborhood <br /> compost project located in the park. <br /> <br /> The major emphasis in this program area will be <br /> education and possible development of smaller <br /> neighborhood compost operation(s). The estimated <br /> budget for 1988 is $3,500. <br /> <br />8. Curbside Recycling <br /> <br />The city will evaluate the feasibility of providing for <br />curbside recycling in the urban residential areas of <br />the city. At present, this might include two major <br />subdivisions, Rivers Bend and Flintwood Hills with a <br />potential combined total of over 300 homes. Should it <br />appear feasible, a waste hauling contractor(s) will be <br />required to pick up recyclable materials in separate <br />containers. An option to be explored is a joint powers <br />agreement with the city of Anoka for curbside recycling <br />in these neighborhoods when and if Anoka implements <br />curbside recycling and if it makes this program more <br />economical and attractive to Ramsey residents. It <br />appears that this would not go in effect in 1988 due to <br />the time required for evaluation, council delibera- <br />tions, education efforts and negotiation. Anticipated <br />exploratory costs for 1988 are approximately $2,000 of <br />staff time. <br /> <br />14 <br /> <br /> <br />
