110.016 Persons Under 18. <br /> <br /> a. No person under 14 years of age shall operate a <br /> snowmobile or all-terrain vehicle on any public or <br /> semi-public property or on streets or make a direct <br /> crossing of a city street as the operator of a <br /> snowmobile or all-terrain vehicle. A person 14 years <br /> of age or older but less than 18 years of age may <br /> operate a snowmobile or all-terrain vehicle on public <br /> or semi-public property and on city streets as <br /> permitted under this section and state statutes and may <br /> make a direct crossing of such streets only if he has <br /> in his immediate possession a valid snowmobile or all- <br /> terrain vehicle safety certificate issued by the <br /> Commissioner of Natural Resources as provided by M.S.A. <br /> 84.86. <br /> <br /> b. It is unlawful for the Owner of a snowmobile or all- <br /> terrain vehicle to permit the snowmobile or all-terrain <br /> vehicle to be operated contrary to the provisions of <br /> this section. <br /> <br />110.017 <br /> <br />It is unlawful for any person to operate a snowmobile or <br />all-terrain vehicle within the limits of the City so as to <br />tow any person or thing on a public street or highway or on <br />public or semi-public property. <br /> <br />110.018 Standard Equipment. <br /> <br />It is unlawful for any person to operate a snowmobile or <br />all-terrain vehicle any place within the limits of the City <br />unless it is equipped with the following: <br /> <br />be <br /> <br />Brakes adequate to control the movement of, and to stop <br />and hold, the snowmobile or all-terrain vehicle under <br />any condition of operation. <br /> <br />A safety or so-called ,,deadman" throttle in operating <br />condition. <br /> <br />Ce <br /> <br />When operated between the hours of one-half hour <br />before sunrise, one-half hour after sunset, or at any <br />time of reduced visibility, snowmobiles shall have at <br />least one (1) clear lamp attached to the front, with <br />sufficient intensity to reveal persons and vehicles at <br />a distance of at least one hundred (100) feet ahead <br />during the hours of darkness under normal atmospheric <br />conditions.
