Quotation

Supporting
Documentation

References

-8-

- HA prevails here, hands down. HA's quote
is less than 50X of the next lowest
bidder.

TCF submitted much more supporting
documentation and the examples are of a
high quality.

- Ail references were favorable.
Subjectively, the references for TCF and
FBS were somewhat better in terms of
reference enthusiasm.

Essentially, the decision revolves around one question: Is TCF's
advantage in service and agent quality substantially superior to
the other competitors (particularly HA) to offset the quotation
differential and the issues arising from Mr. Hadtrath's
residency in Ramsey?
Based on the information reviewed above, I must say no. For a
city the size of Ramsey, insured with the League, the difference
in quality is probably not worth the difference in price and
other factors. It is my belief that Hadtrath and Associates
should be selected based upon the proposals submitted.
