Case ~13: Define Authoritv Of The City Administrator And Establish · <br /> H{rln~ Procedures: <br /> <br />Mr. Hartley presented a resolution to define lines authority. <br /> <br />Mayor Reimann stated that the Personnel Committee has not discussed lines <br />of authority at length; the resolution does not reflect the concept of <br />government in Ramsey. <br /> <br />Mr. Hartley stated that adoption of the resolution is not mandatory but it <br />will bring about resulta in identifying supervisory personnel. Mr. Martley <br />stated that his objective in the resolution is to identify lines of <br />authority without going to a city manager type of government. <br /> <br />Council consensus was that the issue of defining aythority should be <br />referred back to the Personnel Committee. <br /> <br />Refer to lower portion of this page for further action. <br /> <br />Cas~ ~]4; Reoert Fro~ City Attorney; <br /> <br />Mr. Goodrich referred to a lawsuit between the parents and property ownera <br />regarding a child that became severely handicapped after wandering into a <br />pond and nearly drowning. Mr. Goodrich stated that he will be responding <br />to a court request for an interpretation of City Ordinances. <br /> <br />Mr. Goodrich referred to M~rilyn Gallagher's lawsuit against the City of <br />Ramsey and former Councilmember Van Wagner and stated that it will be going <br />to court on October 17 and the oharges have been reduced to slander only. <br /> <br />Mr. Goodrich requested Council authority to hire an appraisor to determine <br />the value to be offered for 153rd Avenue right-of-way. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Bawden To <br />grant City Attorney Goodrich the authority to expend a maximum of $1,000.00 <br />to obtain the services of an appraisor to determine a value to offer <br />property Owners for 153 rd Avenue right-of-way. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: None. <br /> <br />Procedures: <br /> <br />Finance Officer Ashley stated that the staffing level in the Finance <br />Department is critical and she expected the need to hire an accounting <br />technician immediately would be resolved with the adotpion cf the proposed <br />resolution which establishes hiring procedures . <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember <br /> City Council / 0ct~er 11, 1988 <br /> <br />Page 12 of 13 <br /> <br />Bawden <br /> <br /> <br />
