Hr. Noard has invested heavily in this property <br /> and in the City of Ramsey, and this investment would be <br /> doubtful if he were not allowed to display his brand names <br /> along with the name of his business. His construction of a <br /> first class commercial facility and changing the name of his <br /> business to incorporate the City's name is evidence of good <br /> faith on Hr. Noard's part.
