City Council special meeting minutes dated July 21, 1988. <br /> <br />pARK AND RECREATION COMMISSION MEETING MINUTES <br /> <br />The Commission noted the following: <br /> <br />1. Park and Recreation Commission regular meeting minutes dated June 9, <br /> 1988. <br /> <br />COMMISSION BUSINESS <br /> <br />Case ~2: Reeuest For Prel~minarv Plat Apvroval~ Case Of Mr. Art Raud~o: <br /> <br />Ms. Norris reported that Mr. Raudio is requesting resubdivision o HY-10 <br />Ramsey 4th Addition, the resubdivision of Lot 1, Block l, MY-10 Ramsey 3rd <br />Addition. The subdivision consists of two 4.4 acre parcels and one 5.3 <br />acre parcel. Ms. Norris noted that soil borings and street profile have <br />been provided; the City Engineer recommends approval. <br /> <br />Motion_by Commissioner Howell and seconded by Commissioner Holm to <br />recommend preliminary plat approval for HY-iO Ramsey 4th Addition <br />contingent upon compliance with items listed in the City Engineer's report <br />dated August 18, 1988, no direct accesses onto County Road #83 and the <br />extension of Ferret Street to the northern boundary of the property. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />Holm, Howell, Terry and LaDue. Voting No: None. Absent: Commissioner <br />Shumway. <br /> <br />Case ~3: Request For Conditional Use Perm{t To Construct An Electrical <br /> Substation: Case Of United Power Assoc{ation: <br /> <br />Gary Ostrum and Pat Cairns of UPA and John Gasal of Anoka Electric <br />Cooperative were present. Mr. Ostrom explained that UPA is requesting a <br />conditional use permit to place a substation north of City Hall and <br />proceeded to give a slide presentation. The presentation noted that the <br />proposed location for the substation was chosen because it is equidistant <br />between the 4 existing substations and located on existing transmission <br />lines therefore avoiding the need to build transmission taps into the <br />substation. <br /> <br />Mr. Ostrom stated that modern substations do not have the visual impact <br />they had in the past; screening with evergreens and diciduous plantings are <br />planned for. Mr. Ostrom noted that property is zoned business and there <br />are permitted uses for that property that might have more of an impact than <br />a substation. <br /> <br />Dennis Letkvoll - 5803 153rd Avenue N.W. - Stated that he often works near <br />substations and they make a lot of noise; that noise will carry a long <br />distance in Ramsey; screening doesn't not remedy the noise. <br /> <br />Planning and Zoning Commission/August 18, 1988 <br /> <br />Page 3 of 7 <br /> <br /> <br />
