Mr, Ostrom stated that substations are not completely quiet; noise <br />measurements ~ere taken and the fluorescent lights in an office register <br />~bout 34 on the noise meter; a refrigerator at 8 feet measures 55-60 on <br />noise; substations at 200 feet register about 38-45, <br /> <br />Mr, Gasal stated that substations also make a snapping noise when the <br />circuit breaker is in the process of restoring service when there is a <br />problem on the line; the process takes about 5-6 seconds; this should occur <br />only 5-15 times a year, <br /> <br />Jeff Abrahamson - 5735 153rd Avenue N,W, - Noted that there are 5 homes <br />located directly across the str.eet from the proposed location of the <br />substation; there is 40-50 acres of vacant property in the same vicinity; <br />urge the city to have UPA place the substation in'afiother location, <br /> <br />Mr, Kahlstorf - 5759 l$Jrd Avenue N,W, - Noted that the substation at Cry, <br />Roads $ and 63 is very noisy, <br /> <br />Mr, Cairns noted that the substation to which Mr, Kahlstorf refers is older <br />and not a low profile type; the noise level of it is greater than that of a <br />low profile substation, <br /> <br />Judy Ransom - 5739 l$Jrd Avenue N,W, - Stated that her living room window <br />will face the substation; trees will not screen the facility for many <br />years, <br /> <br />Mr, 0strom noted that the property would always remain an open field if a <br />substation is located there; this is not the case if the property is <br />developed with a business use; UPA will maintain the substation in good <br />repair, <br /> <br />Judy Ransom - Noted that plans are to include a parking lot for the <br />substation; this makes a good place for potential thieves to park and scope <br />the neighborhood, <br /> <br />Dennis Letkvoll - Stated that the city should place two undesirables on the <br />same property -- put the substation at the landfill, <br /> <br />Mr. Gasal stated that integrating into the existing distribution system was <br />a factor in choosing a site; to do so, the new substation should be <br />centrally located between existing substations; the landfill is one mile to <br />the west and not centrally located between existing substations. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Holm to amend <br />Item #6 of the proposed findings of fact to read as follows: 'That <br />electrical substations are not permitted uses in the B-1 Business District <br />or any other zoning district,' <br /> <br />Further Discussion: Commissioner Hendriksen stated that he would like the <br />case tabled in order to have the opportunity to visit a site of a similar <br />substation to determine if there is a noise problem. <br /> <br />Motion carried.
